Therefore the France leaders did not want General Navarre
going further with the large-scale operation. Instead, they
wanted General Navarre to prevent the French troops in defense
and hold up the present situation. They think Ho-Chi-Minh will
not interest to agree for the cease-fire if Vietminh troops have a
chance to win the Vietnam war while the large-scale battle
might occur any time by both sides. It will be the disaster for
Vietnam and make French economy falling into inflation crisis,
while most American politicians were trying to forget their
promise for the aid warfare by the regard of the public.
French politicians knew the more French troops operate
deeply into the countryside without cooperated of Vietnamese
people, the more they will get worse on the battle, and will pay
the high cost for soldier lives. At the same time, they were
looking for the agreement cease-fire in Geneva, Switzerland,
and prevented anything that somehow they will not lose their
faces for the Vietnam war. They did not support General
Navarre to reinforcing the extra troops into Indochina, tried to
reduce aid financing, and hoped General Navarre would remain
the power until a cease-fire agreement had signed.
In another hand, French politicians believed on the aid
warfare agreement between France and USA that American
politicians will give France additional aid to help them balance
the power in the Indochina war. With this agreement, the United
States might use the US Air Force to bomb on the Vietminh
positions and will do the favor for France to talk in the Geneva
Peace Conference.
In July 1953, Korea war ended with the cease-fire
agreement. French militarist leaders think that the USA was free
hand to help them on the Indochina war, and they might win the
