12. Gaob ǁGaroëb led a Damara Raad delegation to Zambia. This led to
Honoris Causa the Lusaka Conference on the 11th – 13th May 1984. This meeting
was hosted by President Dr Kenneth Kaunda with Namibia’s pre-
independence political leaders (see, figure 1).

13. He mobilized mass support for SWAPO and by creating and sharing
platforms with SWAPO internal leadership to interact with the masses,
at a time when SWAPO was banned to hold rallies/ meetings.
14. He was a member of the Constituent Assembly, and one of the 72
leaders who drafted the Namibian Constitution.
15. He served as the Member of the National Assembly from 1990 until
2015 when he retired.
16. He oversaw investments in construction of schools, hostels, clinics,
houses, livestock-based agriculture, nature conservation areas, and
bursary scheme in his area of jurisdiction. These schools were inclusive
and admitted Namibians from all ethnic groups in the country.
Mr. Chancellor Sir, our candidate’s greatest achievement of all is that: Justus
ǁGaroëb has been a unifier, educator, conservationist, philanthropist, restorer,
and peace maker. He believed it was possible to find a peaceful solution to a
peaceful transition to Namibia’s independence through the embracing of the
United Nations Resolution 435.
