               Phase 1 – Schematic Design

               This  phase  will  include  the  initial  survey  and  engineering  scope  in  order  to  complete  the  project  due
               diligence and determine a definitive layout design to move forward with Design Documents. This phase as
               further defined  below  will include site survey  information  which  will identify the  grading, utility and site
               constraints  that  must  be  considered  with  the  building  placement,  circulation,  access  and  stormwater
               management approach. During the due diligence phase we will evaluate the potential zoning and land use
               restrictions as well as other outside agency restrictions that will impact the site design.

               PHASE 1A - Survey Services:

                   A.    Boundary, Topographic & Location Survey (± 1.38 Acres):
               This phase will include our office obtaining owner’s name, tax maps, deeds of record, file maps, utility plans
               and available NJDOT mapping.  Upon our review of same, our office will then conduct a perimeter field
               survey, which will include the location of property corner evidence along the subject and adjacent property
               lines.    This  information  will  be  collectively  analyzed  with  the  research  documentation  to  generate  the
               boundary survey for the subject parcel.  Additionally, a ground topographic, location and utility survey will
               be performed throughout the parcel as outlined in red on the aforementioned Exhibit ‘A’ with an approximate
               twenty  (20)  foot  overlap  onto  adjacent  properties  where  accessible.  Topography  and  locations  will  be
               obtained to the near curbline of East Linden Avenue and East Elm Avenue.  The datum for the topography
               will be based upon NAVD 1988 datum.  Utility information will be shown upon utility company mark-outs,
               available mapping and physical field evidence.  Storm and sanitary sewer rim, grate and invert elevations
               will be provided including pipe size and flow direction, if accessible. This information will be collectively
               compiled into an appropriately scaled AutoCAD drawing document.

                   B.  Set Property Corners:
               This phase will include the stakeout in the field of property corners.  A rebar ½ inch in diameter, 18 inches
               in length or other permanent marker will be set at each corner location not previously marked.  According
               to NJAC 13:40-5.2, lot corners are to be set as part of a boundary survey.

               For budget purposes up to (6) corners may be required, but the actual number cannot be determined
               until the initial field survey is complete.

               PHASE 1B – Due Diligence and Layout Design:

                       A.  Site Investigation and Due Diligence – Typically, this phase of our contract will include the
                          up-front investigation and research to define the applicable site development parameters to
                          refine the development plan for the subject project.  Specifically, the work scope included in
                          this phase is as follows:

                          •   A review of the municipal zoning and land development ordinance to establish the definitive
                              zoning and land development criteria for the proposed development.  After initial review of
                              the  applicable  ordinance  sections,  this  phase  will  also  include  verification  of  these
                              parameters by members of the municipal zoning department, the client, and selected land
                              use attorney.

                          •   A review of the concept plan with the municipal engineer, planner, and police personnel.
                              This will allow us to solicit feedback and identify any immediate concerns or issues that
                              staff members may have relative to the proposed development.
