Please be advised that the New Jersey Department of Environmental Protection (NJDEP)
stormwater management regulations (7:8 – Stormwater Management) require applicants to
evaluate pre-development and post-development runoff rates from a particular parcel, and also
require applicants to accommodate groundwater recharge and much more stringent Water
Quality Standards utilizing Best Management Practices (BMPs). In addition, these regulations
require an extensive amount of effort with respect to preparing the appropriate design. These
requirements necessitate additional geotechnical evaluations to determine infiltration rates,
seasonal high groundwater elevations, etc.
These regulations are immediately applicable when an application requires NJDEP review.
Based on our knowledge of the site, it appears that this application will not require NJDEP
review, and therefore provisions to design the stormwater management systems in accordance
with these regulations are not included herein. If our due diligence investigation, or directives
from the municipality, indicate that adherence to the stormwater regulations will be required, a
revised contract will be submitted for your authorization.
C. Lighting Plan – This plan will identify the proposed lighting improvements as planned for the
subject facility. Generally, the lighting fixtures will be displayed with respect to their plan
location, photometric influence, height and specifications for purposes of construction. This
plan will generally conform to accepted industry standards with respect to illumination levels,
as well as criteria that may be pertinent as offered by the client and municipality. This plan
may be further enhanced at your request to illustrate a digitized grid of the illumination levels.
D. Landscaping Plan – This plan will illustrate the proposed landscape improvements for this
facility. This will be reflected graphically on the landscape plan for the proposed landscape
improvements inclusive of trees, shrubs, related plantings and associated landscaping
items. The design will be superimposed onto the site plan documents and will ultimately be
utilized for construction. Additionally, on this plan, our office will incorporate
landscape installation details and specifications. Furthermore, our office will provide
a Landscape Schedule which identifies, per individual species, the common name, botanical
name, quantity and proposed installation size.
E. Construction Details – This plan will be utilized in concert with previous documents and will
display some of the prominent detailing proposed for this project. This may include details of
drainage facilities, manholes, signage, utility details, and related site features as proposed.
Stormwater structures, manholes, etc., are assumed to be pre-cast concrete, and related
structural engineering design shall be provided by the precise manufacturer.
F. Soil Erosion/Sediment Control Plan – This plan includes the interim soil stabilization
methods to be utilized during construction, including wheel cleaning blankets, outlet protection,
silt fences, hay bale protection, sediment basins, seeding specifications, and related site
features as required by the county soil conservation district for minimization of sediment
transport from this property.
PHASE 2B – Agency Permitting:
This phase will include assistance toward preparation and completion of application forms for
various jurisdictional agencies during the application process to the outside agencies.
A. Assistance toward preparation of Borough of Lindenwold Planning Board Application – This
phase will include providing your office and attorney with the appropriate documents,
