may’raention that the Political Agent, Kuwait, a few days ago
reportod an attempt of Shaikh lea to telegraph from Kuwait
to Dolhi and Baghdad aBking for an inquiry into Bahrain
affairo and complaining of Major Daly. At the same time the
Political Agont, Kuwait, reported that he had intercepted
the telegas and was addressing me by letter on the subject.

reasons for his action, I disliked the idea of withholding
telegrams which could not do us harm as we had nothing to
fear, and the withholding of such telegrams kxxb created a
false impression. I am very shortly visiting Kuwait and
shall learn for myself what has transpired in the matter.
