I am rather surprised that intrigues of this nature have
not been started earlier, It would seem that it will clear
the air and bring them to realise that Hamad's Government
and the reforms have come to stay, if they 6hoot their bolt
and get nothing from it.
It is said that they hope that the fact that a change
in Residents due to Colonel Trevor's return from leave, may
give rlGe to a change of policy regarding Bahrain!

I agree with Knox that for us to submit question to arbitra
tion would not be suitable; furthermore if the awards were
against Persian Government I doubt whether future Persian
Ministries would be deterred by this fact from reviving
question periodically and from taking petty action as at
present against Bahreinis in matter of passes, passports
etc.
