Major Accomplishments:
• Negotiated contract of first responder radios which implemented state-of-the-art features,
working with the Fire and Police Chiefs to determine the optimum value for the money spent, to
strategically plan for long-term future needs beyond the minimum requirements of today.
• Worked with departments to think outside of the box and to balance the short- and long-term
needs by re-focusing more on better solutions (creating value) instead of only reaching for the
lowest hanging fruit (band-aid approach) or the lowest bid (lowest quality) and to integrate these
needs with the goals of the city.

BUDGET & FINANCIAL ANALYST, TREASURER

Primary Duties:
Oversaw the budget preparation, implementation, monitoring. Provided financial advisement to the
Community Development Branch regarding capital improvement plan (CIP), Firestone Urban
Renewal Authority (FURA), metro districts, development agreements, tax revenues, and grants.
Investment and debt management. Advise on water rates, bond issues, and other financial matters.
Ensured compliance with GAAP and city ordinances for financial reporting. Work with Directors and
Department Heads to view their budgets in a new light, allowing them to begin the process of
improving efficiency to their departments in a way that provided the best use of public funds while
maintaining the uniqueness of each end user.
Major Accomplishments:
• Took a poorly designed spreadsheet intended to forecast water rates, and revamped it into a
logical, highly useful tool in which “what-if” scenarios could be used to determine future courses
of action, and how current, proposed, and future projects would impact the bottom line of the
water fund, and the optimal rates to charge over time to accomplish short-, mid-, and long-term
goals.
• Created a spreadsheet regarding bond issues that allowed for different bond issue amounts to be
considered and the required appropriation of funds each year for ease of budgetary purposes.
This included a “ladder” technique of funding which allowed for certain portions of the debt to
be retired at staggered times throughout the bond issue which saves on interest costs.
• Developed a financial plan for building a new police station which included a bond issue, COP,
and cash payments in such a way to save over $400,000 in interest costs over the life of the bond
term. Ensured that the new building would allow for ease of expansion without interruption of
daily police functions.
BUDGET & FINANCE DIRECTOR
Park County Government: 08/2013 - 07/ 2015
Primary Duties:
Oversaw all aspects of the county’s financial and budgetary segments and reports, including the
budget message, and oversight of the General, Library, Parks, Electric, Water, Wastewater, Road &
Bridge, Sheriff/Jail, Emergency Management, Public Health, and Development Services.
Preparation of the MD&A and all aspects of the CAFR. Payroll and related taxes. Provided
professional opinions regarding various situations, both written and verbal. Advised Administrator
and Commissioners on financial matters. Prepared reports on the Conservation Trust annual report,
and advised as to which activities were or were not authorized under the program.
