         SKILLS AND ABILITIES:


                Finance/Administration:

                       Responsible for managing the daily operations of City & County municipal agencies and
                       providing fiscal accountability including finance, budget development and budget administration.
                       Secured debt financing for infrastructure projects via GO bonds, CFDs, assessment districts,
                       special assessments and managed debt reporting disclosure and compliance. Manage completion
                       of agency internal audits, state controller reporting requirements, department of finance audits of
                       successor agencies, council of governments’ transportation audits, caltrans and other state/federal
                       grant agency audits. Directly manage the finance, planning, building inspection, engineering,
                       parks & recreation, water system, wastewater system, and other functions including being staff to
                       the planning commission.  Responsible for dissolution of redevelopment agencies.  Represented
                       the City in property acquisitions, litigation issues and eminent domain proceedings. Served as the
                       City Risk Manager and appointed City Treasurer.  Project manager for various construction
                       projects related to water, wastewater, parks and roads.  Previously served as Sutter County
                       Airport Manager.

                Grants Management:

                       Manage all housing programs, first-time homebuyer programs, housing rehabilitation, business
                       assistance loan  programs, CDBG,  EDBG,  HOME  and CalHOME. Secured reimbursements
                       from FEMA and OES for disaster related recovery projects. Coordinated Disaster Recovery
                       projects with insurance carriers and risk management JPAs. Directly responsible for applying,
                       receiving and  managing grants in the areas of  small community grants for arsenic and
                       wastewater projects, recreational trails, park improvement grants, proposition 12 & 40
                       administration, USDA and Homeland Security for public safety grants, safe  routes to schools
                       and  obtained approval of $22 million from the state revolving loan  fund, including $10 million
                       in grant funding. Labor compliance officer with regards to Davis-Bacon and Related Acts and
                       State Dept. of Industrial Relations State Prevailing Wages labor compliance monitoring.


                Personnel Management:

                       Screen potential applicants for vacant positions and  conduct interviews; evaluate applicants and
                       perform background/reference checks;  day-to-day supervision of employees; assign, train, and
                       direct workload for planners, engineers, building inspectors, accountants, account clerks, office
                       assistants, and  extra-help employees; administer and  process employee evaluations; and
                       administer disciplinary action if necessary.

                Auditing:


                       Responsibilities include the  performance of financial and  compliance audits; typical tasks
                       include writing audit programs, documenting internal controls, performing preliminary work  and
                       field  work,  analyzing data, preparing written findings and recommendations, reviewing and
                       evaluating the  work  of audit team members, preparation of audited financial statements, written
                       audit reports and  memos; meeting with  various county departments and  outside entities to
                       discuss the  results of audits and  reviews.
