President and Chief Executive Officer, California Highway Patrol 11-99 Foundation (07/2003 –
           07/2009) – Served this state-wide, public-benefit, higher-education- and public-safety-supportive non-
profit foundation as President and Chief Executive Officer. As a direct-report to the Board of Directors,
served as the organization’s primary planning, institutional effectiveness, participatory governance,
financial development, budgeting, human resources, contracts and grants, public relations, post-secondary
education admissions, and student support and retention services resource. During my leadership tenure,
we raised $33.9 million and provided $13.3 million to program recipients via a college-access and post-
secondary-level educational scholarship program and an emergency assistance program. Reduced
operating expenses to 12 percent of revenues, while coordinating a $50 million endowment-building
fund-raising campaign. While I was a member of the CHP 11-99 Foundation’s leadership team, I directly
oversaw the awarding and disbursement of nearly $13 million in post-secondary-level educational scholarships
to thousands of students. As they persisted to degree completion, 56 percent of the CHP 11-99 Foundation’s
nearly 1,000 scholarship recipients each year eventually stood as first-generation college graduates. During
the last full academic year of my leadership tenure, 30 percent of awardees were attending community
           colleges.

President, Greater Pacific Planning and Effectiveness Group (06/1988 – Present) – Specialize in
organizational planning, assessment, institutional effectiveness and service population success support
program development and maintenance. Also serve as a leadership coach working directly with
indigenous peoples serving institutions. Work with organizations to build institutional transformation
capacity and implement policies and practices to improve service population success, especially for
underrepresented people. The Greater Pacific Planning and Effectiveness Group (GPPEG)’s primary
focus is providing setting-specific, culturally sensitive, data-driven strategic planning, institutional
effectiveness, financial development, accreditation maintenance, and success support services to
institutions operating in the greater Asia/Pacific Region, inclusive of the Western Association of Schools
and Colleges' full service area and beyond. The members of GPPEG’s experienced professional team also
provide research, planning, reporting, new program design and continuous quality improvement support
services to governments, public agencies and public-benefit corporations operating in or considering
operating in the greater Asia/Pacific Region.

Economist, Federal Reserve Bank of New York (06/1988 – 08/1989) – Conducted extensive quantitative
and qualitative economic and policy research, wielding advanced computer-based statistical tools, for the
International Financial Markets Division of the International Finance Department (within the Federal
Reserve Bank of New York's Research Function). Granted secret-level security clearance with the United
States government. In addition to preparing data and reports for regular Federal Open Market Committee
(FOMC) and other Federal Reserve system meetings, primary descriptive, inferential, and multivariate
analytical research initiatives involved Asia–emphasizing Hong Kong–and the former USSR's reforms.
