PRIMARY PUBLIC ADMINISTRATION AND RELATED LEADERSHIP EXPERIENCE
President and Chief Executive Officer, Oceanside Promise (07/2018 – Present) – As a direct-report to
the Oceanside Promise's Board of Directors and as President and Chief Executive Officer, provide
direction, management, and leadership in the overall operations of this IRS-recognized 501(c)(3), public-
benefit corporation. The Oceanside Promise is a cross-sector, community-wide, collective-action
partnership that is dedicated to ensuring all students graduate ready to succeed in college, career and life.
The Oceanside Promise’s partners include representatives from business, education, government, non-
profit and faith-based organizations that share a fundamental commitment to the social, emotional, and
academic success of Oceanside’s children, youth and families. The Oceanside Promise’s cradle-to-career
goals include: Safety, Health and Well-being; Early Childhood Success; College and Career Readiness;
and Post-secondary Completion. Utilizing a collective-impact framework to guide collaboration focused
on systems change, the Oceanside Promise works to identify and measure the most effective outcomes-
improving interventions for Oceanside’s students and families, identifying effective practices in
advancing student success, and mobilizing resources to disseminate what works in improving educational
outcomes and life opportunities in Oceanside and its greater North San Diego County service community.
City Treasurer, City of Oceanside (01/2017 – 12/2018) – The City Treasurer serves as the Treasurer for
the City, Community Development Commission, and the Oceanside Harbor District. Oversaw the day-to-
day management of the City's $350-million-plus investment fund, ensuring this fund was protected, ample
liquidity to meet the City's budgeted expenditures was maintained, and optimal investment income was
generated within the parameters of prudent risk management. Served on the Board of Authority
overseeing the $10 million IRS Section 115 trust established as part of an initiative developed with the
City Manager and the Financial Services Director to address the City’s growing pension liability.
Attended and participated in all City Council meetings and worked cooperatively and collectively with the
members of the City Council, the City Manager, the City Attorney, the City’s Financial Services Director,
and managed and supervised Treasury Department staff. Coordinated and served as the ex-officio
presiding officer of the City of Oceanside Citizen Investment Oversight Committee. Reviewed and
revised accounting procedures and practices in accordance with governmental accounting and audit
standards; provided regular financial reports; and completed quarterly and annual financial statements,
prepared status reports; made presentations to the members of City Council, public groups, City staff, and
other governmental officials; and ensured effective monitoring and regulatory compliance. With a
population of 180,000 citizens, the coastal City of Oceanside encompasses 42 square miles and maintains
a workforce of over 850 full-time employees, who administer 30 City parks, four community recreation
centers, two municipal swim centers, two senior centers, two City-owned golf courses, 3.5 miles of public
beaches, a 1,954-foot pier and a 1,000-slip public marina.
President, Comanche Nation College (08/2014 – 01/2016) – A comprehensive community college,
Comanche Nation College (CNC) was the first tribal college established in Oklahoma. As a direct-report
to CNC’s Board of Trustees, provided management and hands-on leadership for all college operations.
Applied for and secured full American Indian Higher Education Consortium Board and voting member
status. To achieve full Higher Learning Commission accreditation, restructured and reorganized CNC’s
faculty, staff, and governing board ranks, codified a new participatory governance committee system,
rationalized and improved budgeting and finance processes and significantly updated the college’s
physical plant. Increased enrollments, persistence and overall student success. Maintained, expanded and
codified relationships and articulation agreements with regional feeder and transfer schools. Assured that
CNC complied with all college, tribal, regional, state and federal policies, regulations and laws that
governed CNC’s operations. Directed the development of strategic planning and institutional
effectiveness processes. CNC’s mission was to provide higher educational opportunities combined with
the traditions and customs of the Comanche Nation and other American Indian perspectives.
