Dear Search Committee Members,

I am writing to you to express my interest in the position of Administrative Services
Director/Town Treasurer serving the Town of Paradise. I would bring to this important municipal
leadership position passion for and extensive experience in finance and accounting, budgeting and
addressing budget shortfalls, forecasting, capital project financing and implementation, pension
reform and unfunded pension liability resolution, redevelopment, investment fund management,
planning, developing and retaining excellent public-service-oriented staff, community engagement
and relations, and branding and marketing. I possess a broad understanding of municipal
operations and I am committed to teamwork, institutional advancement and effectiveness,
innovation, creative leadership and service population member success.

I am excited about serving as the Town of Paradise’s Administrative Services Director/Town
Treasurer. I am a transformational leader who has worked extensively in non-profit leadership,
government and higher education. I have developed and successfully managed complex, multi-
million-dollar annual and longer-term budgets, securing financial stability and sustainability along
the way. I have worked hand-in-hand with legislators, other appointed and elected government
officials (including elected City Council members), tribal leaders, and elected and appointed
boards of trustees and boards of regents. I have successfully secured and maintained millions of
dollars of new sources of revenue for the institutions, non-profit organizations and municipality I
have served and led. I empower the members of the teams I lead and I pride myself on being a
mentor and a collaborative leader. I set and exceed goals and I’ve always led the institutions and
organizations I’ve served to work smarter and more efficiently.

I possess the following characteristics and qualifications relevant to be very successful as the
Town of Paradise’s Administrative Services Director/Town Treasurer:

• Over 30 years of progressively responsible administrative experience in municipal government,
California non-profit organizations (including six years serving as President and CEO of the
state-wide California Highway Patrol 11-99 Foundation), public-benefit corporations, public
and private higher education institutions and service as the City of Oceanside’s City Treasurer;
• Experience designing, delivering and evaluating operational departments, including policy
implementation, finance, accounting, budget development, legislative support, strategic
planning, information technologies and economic development;
• Experience creating and implementing workforce development programming and related grant
development processes;
