        HEALTH SERVICES ADMINISTRATIVE MANAGER – Exempt Position

        DUTIES:

        80% PROFESSIONAL GOVERNMENTAL FISCAL, ACCOUNTING, BUDGETING, ADMINISTRATIVE AND
        MANAGERIAL DUTIES

               Serves as Chief Fiscal Officer for the Health Services Department with responsibility for fiscal
               controls, reporting, and records development and maintenance;

               Keeps Health Services Department management aware of budget and fiscal status, including
               expenditure levels and the need to adjust expenditures for specific programs and operational
               areas; implements cash management strategies;

               Manages six (6) Funds and eight (8) budget units’ $9M Federal/State/County budgets, revenue
               sources and expenditures.

               Develops, administers, revises, adjusts County, State and Federal budgets during mid-year, annual
               budgets and during State/Federal budget revision periods.

               Responsible for the development, control, maintenance, and reporting for special Federal/State
               grants and funds;

               Coordinates department fiscal data and information with the Auditor-Controller and other fiscal
               control agencies, such as the state and federal government;

               Performs a wide variety of administrative and staff support functions;

               Coordinate and facilitate department purchasing procedures;

               Performs a variety of accounting work and financial transaction work;

               Works with and maintains computerized financial management systems;

               Coordinates lease agreements and contracts;

               Gathers, organizes, analyzes, and presents data and information for review and action by Health
               Services Department management;

               Develops and implements department procedures relating to accounts payable, accounts
               receivable, cost tracking/identification and other administrative services;

               Establishes and updates administrative records and summaries, such as budget, personnel, payroll,
               and workflow records;
