Overall: RFL: Walfred feels that in his current position, he is not senior enough, and is ready for a more manegerial
role.
In his pasts three positions, David has been Deputy City Clerk for a couple of years, then Elections Specialist
Supervisor, and Elections Specialist III. He did not touch on the administrative aspect of this role when talking
about his experience. He harped on the election aspect frequently. He struggled to retain the essence of the
question several times, and was hard to follow in his train of thought. There was something to be desired in
his communication style. With that said, he has managed at a relevant seniority in terms of hierarchy and staff
size, and certainly understand local government agencies and their inner-workings. His ranking of 20 is more
based on a logical analysis of his background rather than evidence from our conversation.
