Greetings:
My name is Walfred Solorzano and it is my intent fill the position of Director of Administrative
Services/Clerk of the Board for the Vallejo Flood & Wastewater District. I have over 10 years of
experience in the government sector ranging from large entities like Los Angeles County and smaller
cities like Dublin, California.
Over the years, I have strived to be a transformational leader. In addition to my college work and
experience, I have taken several courses related to leadership; I have found that my strength is building
relationships. A good leader must develop good relationships with team members in order to have a
high-functioning team. As a leader, I have been able to build trust and motivate team members to
perform at a high level. During my tenure in my current position I mentored a staff member and helped
her become a Clerk of the Board at a local district. I also have experience in managing underperforming
individuals and helping them succeed.
My experience in the Clerk profession, elections, and event planning make me a prime candidate for
the position. I was in charge of supervising all the sections for the 2016 Presidential Primary election. I
have written minutes for various types of meetings that include Los Angeles County Board of
Supervisors, the City of Dublin, and Dublin Planning and Human Services commissions. I have
experience in coordinating community events. Currently, I am preparing the City of Dublin’s Volunteer
Recognition event that will host over 100 guests from the City. I am accustomed to dealing with
deadlines and having to adjust to last-minute changes.
I am also technically savvy. I have experience in learning new systems with little-to-no training. I have
experience in implementing new systems. At my current workplace, I implemented the Netfile system
for campaign finance and Form 700s and have trained staff on how to use it. I also took the lead on
implementing an agenda management system citywide and trained other commission secretaries on
using the system.
I have worked in managing records for several organizations. My experience first started with the LA
County Registrar/Recorder-County Clerk. The department acquired a new warehouse for elections and
records keeping and I was selected to help transfer vital documents to the new building. During this
time I helped in the organization of both records and election materials. I then went to the LA County
Board of Supervisors where I was part of a team that successfully digitized Board meetings,
resolutions, agreements and ordinances dating back to 1855. While at San Mateo County Elections, I
routinely maintained records; and completed a project where we purged over 1,000 banker’s boxes of
records that were overdue for destruction. Currently, at the City of Dublin, I spearheaded a project that
updated Public Works and Community Development records. Both departments are now up-to-date
with its records and everything can be found on our Laserfiche system.
In closing, I have excelled in high-pressure environments; I have success in building teams; I have
proven to learn and bring in new technology to help my workplaces. I would like to transition my
experience and skills to benefit the District. Thank for your consideration.
