Dr. Fono specializes in wastewater, recycled water, and stormwater regulatory compliance, water
resources management, and wastewater treatment planning. She works with staff at POTWs
throughout the Bay Area on regulatory and technical issues. Her background includes research of
water quality issues focusing on the occurrence, fate, and transport of compounds of emerging
concern.

● Nutrients Science and Regulations: Participated in the negotiation of the first and second San
Francisco Bay Nutrient Watershed Permit, and worked with member agencies to assure
compliance with the permits through participation in Special Studies, and Annual Reporting.
Participated in contract management and oversight for the Special Studies required by the
two Watershed Permits.
● State Toxicity Provisions: Worked with representatives from member agencies to develop
BACWA’s ongoing response to the State Water Board’s proposed Toxicity Provisions,
including meeting with State Water Board staff, drafting BACWA’s comment letters, and
collaborating with Regional Water Board Staff, CASA, and other Regional Associations on
common issues.
● Compounds of Emerging Concern (CECs): Worked with SFEI staff, Regional Water Board
staff, and member agencies to ensure CEC studies including wastewater effluent recruit
appropriately representative volunteers. Drafted White Paper on POTW representation in
CECs studies. Developed BACWA Microplastics Fact Sheet.
● Bacterial Objectives: Negotiated with Regional Water Board staff to allow members dilution
credit when implementing new Enterococcus objectives. Worked with SFEI staff to develop
and implement background Enterococcus sampling plan.
● Recycled Water: Collaborated with the Recycled Water Committee to develop the
information request that served as the basis for the 2015 Recycled Water Survey. Worked
with State and Regional Water Board staff to ensure a smooth transition to the State General
Order, for our members’ recycled water projects.
● Mercury/PCBs Watershed Permit: Participated in the negotiation of the 2017 watershed
permits for mercury and PCBs, which resulted in a lighter monitoring and reporting burden
compared to the previous permit. Provided extensive analysis of members’ PCB data. Acted
as lead in complying with BACWA’s risk reduction responsibilities under the new permit.
● Monitoring Requirements: Developed proposal that formed the basis for the Regional Water
Board’s Alternate Monitoring Program that allows agencies to pay a surcharge to the
