Regional Monitoring Program in exchange for reduced monitoring requirements.
● Member communications: Provided support for BACWA Permits, Laboratory, Recycled
Water, Collection Systems, and AIR Committees, as well as the Bay Area Pollution
Prevention Group and Operations and Maintenance Infoshare Group. Drafted and distributed
monthly BACWA Bulletin, a key tool for communication between BACWA and its member
agencies. Directed the update of BACWA’s website, bacwa.org, as well as ongoing
improvements. Support BAPPG’s communication efforts by managing the baywise.org site.
Maintain Regulatory Issues Summary.
● Data compilation: Spearheaded information requests to members on issues such as POTW
Budgets, Private Sewer Lateral Ordinances, and biannual BACWA Biosolids Survey.
● Administration: Provided administrative support for accounting and Executive Board
meeting agenda and packet preparation, particularly during the period in 2019 when
BACWA was seeking to fill the Assistant Executive Director Position. Drafted BACWA’s
Annual Reports.

● San Francisco Public Utilities Commission, Mission Bay Stormwater Management: Worked
with developer to achieve compliance with stormwater regulations in the Mission Bay
Redevelopment Project Area. Participated in formulating sampling protocols for the
stormwater monitoring program, and reviewed monitoring data to make recommendations
for next steps for the program.
● San Francisco Public Utilities Commission Total Coliform Investigation: Reviewed City’s
drinking water distribution system’s post-maintenance and construction disinfection
procedures, main break disinfection procedures, and sampling practices after repairs.
Provided findings and recommendations pertaining to sanitary construction practices, pipe
flushing protocols, chlorination methods, and post construction/repair microbiological
sampling strategies.
● San Francisco Public Utilities Commission, Regulatory Tracking: Documented the San
Francisco Public Utilities Commission Wastewater Enterprise regulatory reporting process
by interviewing members of the staff. Interviewed staff at other agencies around the country
to compare how San Francisco manages its regulatory group.
● Bay Area Clean Water Agencies, Regulatory Issue Summary: Compiled a spreadsheet
summarizing and tracking the status of the latest regulatory issues pertinent to the Bay Area
and the BACWA membership.
● City of Oxnard, Regulatory Considerations when Expanding the APWF: Reviewed Whole
Effluent Toxicity data to foresee any future compliance issues when the facility begins to
discharge reverse osmosis concentrate.
● Water Environment Research Foundation, Nutrient Modeling Toolbox for deriving site-
specific water quality criteria for nutrients (LINK1T11): Conducted a survey of nutrient
impact endpoints and modeling tools used by States and EPA Regions. Developed model fact
sheets and bibliographies. Alpha-tested model selection tool and provided framework for the
“help” document associated with the tool.
