                   Dear Mr. Romo,

I am eager to explore with you my fit for the role of Executive Director for the Bay
                   Area Clean Water Agencies (BACWA).

I have a solid record of facilitating collaboration among often diverse (and
sometimes antagonistic) stakeholders concerned about watershed stewardship.
I’ve worked on behalf of many industries, including flood control, storm water,
wastewater, forestry, agriculture, urban development and environmental
restoration. I’ve prided myself on my ability to develop consensus for innovative
and effective strategies that resolve complex scientific, social, regulatory, design
and economic issues. For example, I helped both Washington State and the
California Board of Forestry develop comprehensive new laws and regulatory
programs for anadromous salmonid protections. I’ve represented agricultural
and irrigation interests in a federal mediation process for the Walker Lake and
the Walker River Watershed. I’ve worked on numerous projects in Lake Tahoe
and the San Francisco Bay. These are just a few examples. In fact, over the
course of my career, I’ve successfully managed over 340 watershed projects /
programs and have been appointed to 18 collaborative natural resource
                   management boards.

I have a strong understanding of the major issues affecting the San Francisco
Bay watershed including the Basin Plan document. As a scientist, I understand
the highly dynamic nature of this complex ecosystem. As a manager and
consultant, I appreciate the economic, social and regulatory complexities
required for effective management and policy. I am a fast (and eager) learner
willing to dive into the issues at depth.

I am also well-versed in leadership development for individuals, teams and
collaboratives. As a life-long learner, I hold certifications in coaching, facilitation,
negotiations, and related leadership skills. I also enjoy teaching and coaching
leaders and have done so as a volunteer and part-time sub-contractor for at least
