PROFESSIONAL EXPERIENCE
HIDDEN VALLEY LAKE COMMUNITY SERVICES DISTRICT, Hidden Valley Lake, California
GENERAL MANAGER (2016 – Present)
Spearhead all daily operations for public water, wastewater, recycled water, and storm water as well as the activities and professional
development of 6 direct reports and 14 total employees. Hold key responsibility for researching and implementing cost-savings
technologies, exploring advanced revenue streams, and sourcing alternative water sources to address the water meter moratorium
and hexavalent chrome issues. Drive standard operating procedures with a focus on preventative maintenance, accountability, and
employee relations. Create, justify, and manage a $3.5M annual budget, CIPs, and departmental strategies to maintain and repair
infrastructure that included facilities, fleet, equipment as well as water, sewer, recycled water and flood control to include all
environmental concerns.
Selected accomplishments:
• Obtained $950,000 in FEMA and Cal OES funds for disaster recovery initiatives.
• Collaborated with ACWA, the judicial system, and other entities to transition the chrome 6 requirement back to 50ppb.
• Developed CIP and Operational Reserve for water and wastewater enterprise accounts.
CITY OF COACHELLA, Coachella, California
UTILITIES GENERAL MANAGER (2012 – 2015)
Planned and directed all city wastewater operations, managed and developed a team of 17 team members, implemented and
monitored performance-based programs, ensuring compliance with state and federal regulations for water, wastewater, recycled
water, storm water, and environmental operations. Led the implementation of goals and objectives, policies, and procedures, and
standards. Prepared staffing and material estimates, helped develop and implement divisional operating and CIP budgets, identified
issues, and directed remedial efforts.
Selected accomplishments:
• Partnered with law enforcement and first responders to create an emergency communications center for the EOC.
• Collaborated with a like-minded agency in a pilot study to bring new technology to the state to address the chrome 6 issue,
reducing the cost of treatment by 50%.
• Initiated a vehicle and equipment tracking system to ensure safety and accountability for all city vehicles.
CITY OF STOCKTON, Stockton, California
DEPUTY DIRECTOR OF MAINTENANCE AND COLLECTIONS (2009 – 2012)
Led all activities related to the construction, operation, and maintenance of wastewater and storm water collection and pumping
facilities. Led a 94-member team, administered a $24 million operating and $13 million CIP budget, implemented goals and objectives,
and ensured compliance with state and federal regulations for wastewater and storm water collection systems inclusive of the CSPA
Consent Degree. Represented the division and city with the community, regional, and regulatory organizations.
