City of Stockton selected accomplishments:
• Created pipe inspection standards that implemented inspection, cleaning, and repair to address the pre-existing consent
decree and reduce sanitary sewer overflows by more than 60%.
• Uncovered deficiencies the how H2S was addressed in the collections system and offered recommendations for remediation.
• Collaborated with a citizen Water Advisory Group to identify and address deficiencies while highlighting successes and
promoting transparency with the public.
CITY OF LATHROP, Lathrop, California
PUBLIC WORKS SUPERINTENDENT (2006 – 2009)
Led all operations for the 24-member Public Works Department, with key responsibility for the exploration of advanced revenue
streams, the improvement of employee relations, and the implementation of a standard operating procedure program with an
emphasis on preventive maintenance and accountability. Developed plans to maintain and repair all city infrastructure inclusive of
facilities, parks, streets, fleet, equipment, water, sewer, recycled water, flood control, traffic signals, and lighting districts.
Selected accomplishment:
• Created and implementation documents and standards that included the city’s first cross-connection control program and
ordinance, the first sewer use program and ordinance, and the first recycled water reuse program and ordinance, which
included guidelines for users to pay for the use of recycled water.

PUBLIC WORKS SUPERINTENDENT (2003 – 2006)
Managed activities for a 23-member Public Works-Field Services Department with responsibility for the planning and implementation
of an $8.5 million annual budget and $22 million CIP. Served as Technical Advisor for the EOC, and oversaw all city infrastructure
inclusive of facilities, parks, streets, fleet, equipment, water, sewer, flood control, lighting and irrigation districts, and animal control.
