Legislators, and other elected officials at every level including the Lt. Governor and Governor.  Once the Board of
               Commissioners approved the project, I was the person who, with the advice and input from the proper technical
               advisors, was the final decision maker.  It seemed these decisions were required on a minute basis sometimes.
               These projects were completed on time, and within budget, a remarkable feat itself.

               I am the face of the Authority to the public and have made too many presentations to count all over the region and at
               the state and national level on the Authority, our work, and special projects.  I conduct tours of our facilities for
               everyone from third graders, high school students, college engineering classes, local clubs, individual citizens, and
               elected officials up to and including the Governor of the State of Mississippi.  It is reasonable to say I am
               responsible for everything the Authority does.   During my tenure and under my guidance, the Authority has paid
               off a $5,400,000 twenty year bond issue ten years early with cash reserves created by developing cost savings with
               an array of innovative actions.  We have also kept our fees low due to these same innovations and have avoided
               most of the initially projected annual price increases in our fees.  The Authority is very sound financially, has all the
               required funds fully funded and additional cash reserves to carry it into the future.

                                               DIRECTOR OF PUBLIC WORKS

               Director of the County’s Public Works Department which includes Road Maintenance, Vehicle Maintenance,
               Building Maintenance, Sanitation Department, and Landfill Operations.  I provided general direction to the Division
               Heads for each of the divisions.  Duties included performing most of the County engineering work.

               Accomplishments included a major upgrade of the methods used to maintain records, established a training program
               for equipment operators, and helped streamline the purchasing operations of the County.  I was deeply involved with
               the comprehensive planning for the county including roadways, sanitation, and landfill operations.  Established a
               solid working relationship with the Georgia Department of Transportation and Environmental Protection Division,
               and secured several county contracts (grants) for the upgrade of existing County bridges, and was involved in
               securing county contracts for grading and drainage, base, and paving projects.

               Prior to leaving the County, I had efforts underway to computerize the road department work order system, vehicle
               maintenance files, parts room inventory, and a County wide mapping system showing all drainage structures and
               signs, etc., and a database of information about each item.  I had recently completed working with several parties
               concerning the siting and design of a Regional Subtitle D Landfill.  Construction of the facility had begun, and was
               nearing completion.  Operation of the facility was expected to begin in 1995.  We were also in the conceptual,
               investigation, and preparation phase for construction and operation of transfer stations, convenience centers, waste
               reduction programs including recycling, yard debris, and inert materials, and an innovative waste collection system.
               All of these projects were being driven by public input, but I was the innovation behind the details.

               Provided detailed guidance to foremen in the landfill and sanitation (trash pickup) divisions to ensure compliance
               with the landfill's design and operational plan, and all applicable laws.  The facility was established as an enterprise
               fund (self-sustaining) and collection of receivables due were over 99.9% within 90 days, and the costs of operations
               per ton of garbage are among the lowest in the state.  Ware County is the largest County in Georgia, and has
               extensive road, bridge, and drainage systems, a diverse population, and an extremely diverse waste stream and
               collection methods.  I also performed related duties as assigned.
