EXECUTIVE DIRECTOR
Executive Director of a Regional Solid Waste Management Authority (political subdivision of the State of
Mississippi) created by twelve independent, taxing, political subdivisions for the purpose of providing solid waste
management within their geographic area. Report to a Board of Commissioners consisting of 33 members appointed
by the member entities. Responsible for the region’s Solid Waste Management Plan including development,
approval, modification, revision and implementation of the plan. Work with all the member entities, private
organizations, local elected officials, environmental regulators, hauling companies, and other interested parties to
ensure the needs and wants of the community are included in the solid waste management plan and the plan is
implemented and results are achieved. Work with the same parties, MS “Magnolia Chapter” SWANA, and state
legislators to create, vet, and develop regulations and laws governing solid waste in the state to achieve the desired
benefits.
During my twenty years with the Authority, I have guided it from a fledging operation with one employee (myself)
to a fully self-functioning operation with eighteen full-time employees. The original primary purpose for
establishing the Authority was to relieve the member entities of the responsibility of developing their own solid
waste management plans and municipal solid waste, or Federal Subtitle D, landfills and create cost efficiencies due
to a favorable volume.
I worked as an integral member of the team that secured $1,400,000 in federal and state grant funds to assist with the
initial construction of the regional landfill. With that accomplished, our attention turned to performing as much
work internally as possible to create more cost savings for the members. Continuing that focus, we voluntarily
installed a landfill gas collection system and carbon reduction credits project in 2009 and shortly thereafter installed
Mississippi’s first landfill gas to electricity generation project in 2011. I was instrumental in securing a $300,000
American Recovery and Reinvestment Act grant to assist with the project. This project won the three awards listed
above. To accomplish such a tremendous feat in a relatively short period of time, it took tremendous coordination
with the environmental regulators at all levels, Mississippi Public Service Commission, our legal team, technical
experts and engineers, contractors, The Tennessee Valley Authority, 4-County Electric Power Association,
