RECRUITMENT PROPOSAL







                                                                                                                              Deliverable 4.  Growth of the Candidate Pool and a Modern Sourcing Approach


                                                                                                                              The  K&A  Recruiting  team  will  complement  our  passive  marketing  and  advertising  campaigns
                                                                                                                              with  a  proactive  expansion  of  the  candidate  pool.  Designated  recruiters  will  build  a  recruit-
                                                                                                                              ment  project  specific  to  the  Chief  of  Police  opening  and  more  significant  corresponding  market
                                                                                                                              of  candidates.  Through  research,  identification  of  candidates,  and  messaging  techniques  that
                                                                                                                              stay  true  to  our  modern  philosophy,  our  team  will  add  to  the  slate  of  interested  candidates.


                                                                                                                              We  will  use  our  internal  network  and  a  suite  of  professional  recruiting  tools;  not  only  LinkedIn
                                                                                                                              Recruiter  and  Indeed  Professional,  but  also  industry-leading  professional  recruiting  software  to
                                                                                                                              research, identify and bolster the candidate pool. Our team will monitor our results in real-time
                                                                                                                              so that we can adjust to the market demands of each position and maintain a base level of quality.

                                                                                                                              A designated recruiter will develop campaigns to attract the best candidates. Messaging will be
                                                                                                                              sent in an organized fashion at times calculated to optimize response rates.


                                                                                                                              When in conversation with candidates, the K&A Recruiting team will create excitement around the
                                                                                                                              opportunity. We will prepare prospects regarding the City’s needs, priorities, strengths, and chal-
                                                                                                                              lenges.  We will set clear expectations that the City is looking for a candidate with strong leadership
                                                                                                                              skills, adaptability, political astuteness, self-awareness, and other important and essential aspects
                                                                                                                              of the ideal candidate profile.

                                                                                                                              Every application will be logged into our applicant tracking system. We conduct thorough assess-
                                                                                                                              ments of the merits of each candidate and their appropriateness for hire.

                                                                                                                              We will conduct phone screens with top-ranked candidates throughout the open window of appli-
                                                                                                                              cation. Candidate screenings early and often allow our team to calibrate on how the pool is evolv-
                                                                                                                              ing and ensures that we can meet the standards of the position.


                                                                                                                              Elements from the Ideal Candidate Profile will be incorporated in our line of questioning, including
                                                                                                                              required experience, education, licenses/certifications, knowledge, skills, and abilities.  After the
                                                                                                                              phone screen, the recruiter will prepare K&A Recruiting’s Phone Screen Evaluation Form that sum-
                                                                                                                              marizes the conversation and assigns the respective candidate a numerical score. K& Recruiting’s
                                                                                                                              Phone Screen Evaluation Form makes our recommendations visually friendly and easy to under-
                                                                                                                              stand.
