In four Western States, I’ve managed all facets of a large water, wastewater, and reclaimed water
utilities including: workforce management, infrastructure development, regulatory compliance, Þnancial
planning, cost of service studies and rate setting. I have Þrst-hand knowledge of how successful programs
are constructed and obstacles avoided. I’ve served as lead negotiator for regional treatment plant
partnerships, constructed a reclaimed water system including Aquifer Storage and Recovery (ASR) wells,
overseen numerous facility expansions and unit process modiÞcations, and worked closely with the public
and elected ofÞcials on controversial industrial developments. I completed a regional water system start-
up in Santa Fe New Mexico: Buckman Direct Diversion Project. In San Diego, I revised
intergovernmental agreements in order to give the City proprietary ownership of any eventual power sales
from the San Vicente Pumped Storage Project.

My QualiÞcation: IÕve developed a broad view and comprehensive understanding of utility
management. During my utility career I’ve performed many duties including
construction management, plant operations and process engineering, regulatory
compliance, strategic workforce initiatives, inter-agency partnerships, safety and
security, industrial pretreatment, and Þnancial planning. This on-the-job
experience gives me a strong sense of the resources necessary to accomplish
speciÞc business functions. IÕve lead efforts to establish meaningful performance
metrics and benchmarks by employing Best Budget Practices and managing
Utility Accreditation. My work is driven by the belief that we have an obligation
to tie funding requests to measurable outcomes, and shift the focus from “paying
for costs” to “buying results.”
Your Need: Exceptional Communication and Relationship Skills
My QualiÞcation: In developing partnerships for multi-million dollar infrastructure projects, IÕve
worked hard to nurture relationships with stakeholders from elected ofÞcials,
citizens groups, regional agencies, industrial customers, and employee
organizations. Credibility is fundamental to effective communication. I’ve also
