                          •   Reversed a series of unfavorable intergovernmental agreements in San Diego to preserve
                              the City’s control over key water resources
                          •   Filed interventions with the Federal Energy Regulatory Commission (FERC) in order to main-
                              tain proprietary ownership of up to $2.5 billion in electric power sales
                          •   Developed and implemented Strategic Plans including Pure Water, San Diego’s 83-mgd
                              potable reuse program
                          •   Developed regional partnership and negotiated for 24-mgd Chandler/Gilbert Santan Regional
                              Water Treatment Plant.
                          •   Performed contract negotiations and maintained harmonious labor/management relationships
                              with Labor Unions in four western states including SEIU, AFCSME, and MEA
                          •   Construction Project Management and Project Delivery Expertise in multiple major water and
                              wastewater plant expansions and unit process modifications, including wellhead arsenic
                              treatment systems.
