Dear Mr. O’Donnell:
I am forwarding my resume for your consideration for the Executive Director position for the California Association
of Sanitation Agencies. I believe my professional experience makes me an ideal candidate to be considered for this
position. I have over 30 years of proven public and private sector experience in program development, management
& implementation, specializing in government affairs, public policy and environmental management. My areas of
expertise include strategic planning, advocacy, conflict resolution, regulatory compliance, permit streamlining,
policy analysis and economic development. My experience has been varied ranging from working at the corporate
headquarters of a major aerospace company, to representing and assisting small businesses, to working for a public
municipality and academic institution. I have directed organizations with a diverse staff, in addition to directing
consultants and overseeing budgets. In all of these endeavors, I have always had a key foundation that includes
addressing policy objectives through a collaborative process, while advocating for cost-effective policies that will
have measureable and meaningful benefits and minimal impacts to business operations. Throughout my career I
have also had the opportunity to work on a wide variety of public policy issues not only with local, state and federal
legislative and regulatory bodies, but also their constituents (e.g., businesses, customers, and the general public).
I have dynamic communication skills, can effectively build consensus between diverse interests and have
outstanding liaison abilities to develop new relationships, while effectively maintaining existing ones. I have
demonstrated these capabilities in my current position as the Manager of Legislative and Regulatory Affairs for the
Sacramento Regional County Sanitation District (Regional San), as well as my previous position directing the
Business Environmental Resource Center (BERC). I currently serve as a Board Member and Chair of the Central
Valley Clean Water Association (CVCWA), am a member of the California Air Resources Board Small Business
Advisory Committee and have served as the Past-Chair of Tri-TAC and Past-Chair and current member of the
California Association of Sanitation Agencies (CASA) Legislative Committee.
Some of my significant career achievements include:
Obtained comprehensive stakeholder support and secured $280.5 million dollars in Water Storage Investment
Program Grant Funds for an innovative multi-benefit water recycling and conjunctive use project in southern
Sacramento County. Currently directing the Administrative Program Management Office (A-PMO) on all the
non-capital aspects of the $280.5 million Water Storage Investment Program (WSIP) Grant.
Secured the largest SRF loan in the State of California in the amount of $1.6 billion which helped fund major
wastewater treatment plant upgrades, saving over a half a billion dollars in interest and debt management for
local rate payers.
Sponsored and obtained passage of a new law that would enable Regional San to obtain a water rights permit
for an equivalent amount of water that Regional San treats and discharges to the Sacramento River.
Successfully developed and directed the Sacramento County Business Environmental Resource Center, which
was one of the first multi-environmental media business assistance programs in the State of California. Helped
over 8,000 businesses understand and navigate the entire permitting process and also acted as an ombudsman
and advocate for small businesses.
Received 1999 Governor’s Award for Environmental and Economic Leadership.
While working for Regional San, I have successfully developed and implemented its legislative and regulatory affairs
program. I have been engaged in a variety of issues that have allowed me to function in an advisory capacity with
the General Manager and its 17-Member Board of Directors – ranging from the governance structure of our Board
to the current issues surrounding Regional San’s wastewater discharge. The current Delta debate has provided me
