           the opportunity to be a key advisor in the development of Regional San’s strategies to address concerns raised
           regarding the Delta’s ecosystem sustainability. I currently lead a multi-disciplinary team comprised of executive
           management  and contract  lobbyists,  as  well as  public  relations, legal,  scientific  and engineering staff and
           consultants.  My role is to not only work as a facilitator and advocate to bring solutions forward, but to also sensitize
           executive management and our Board members of the political challenges confronting  Regional San on a very
           technical issue.  The greatest challenge is to integrate the technical, legal and political aspects into a cohesive
           strategy, recognizing that politics and media can often drive the policy discussions, regardless of what the scientific
           evidence may demonstrate.  In addition, communication is critical among the team to ensure that the strategies
           developed continue to be adapted as new scientific information or the political dynamics change. In addition, there
           are a myriad of other state and federal policy initiatives I am engaged with on behalf of the District, including water
           recycling,  water quality issues  (such as CECs, nutrients, mercury),  storm  water permitting,  water rights  and
           transfers, sanitary sewer  overflows  and air quality  regulations.   I have  successfully advocated on a variety of
           legislative issues for Regional San, including District sponsored bills.  This included securing a bill author, developing
           bill language, securing support from various organizations, developing & delivering testimony and succeeding in the
           ultimate adoption of various bills (I have highlighted these accomplishments in my resume).

           Prior to taking my position with Regional San, I had the tremendous challenge to develop, direct and implement the
           Business Environmental Resource Center (BERC) from its conception and help it mature into a model organization
           that  demonstrated  that  environmental  objectives and economic productivity can go hand-in-hand.  I  set the
           program up from “ground zero” with an initial budget of $60,000.  During my eight-year tenure, I increased the
           operating budget through partnerships and collaborative efforts to over $1.5 million with thirteen organizations
           providing direct contributions or “in-kind” support.  The organization provides free and confidential regulatory
           assistance and ombudsman services to the business community.  Its overall objective is to work cooperatively with
           the  business  community and regulatory  agencies to encourage and  promote  regulatory  compliance, pollution
           prevention and economic development.  During my tenure, BERC assisted over 8,000 businesses understand and
           navigate the entire permitting process – saving them both time and money, while also coordinating, integrating and
           streamlining processes across multi-jurisdictional, multi-departmental and multi-regulatory areas.  In addition, a
           multitude of environmental compliance tools and fact sheets were developed, various seminars were conducted,
           ombudsman and advocacy services were provided, an outstanding and comprehensive web site was developed,
           and a stellar Annual Pollution Prevention Awards event was launched.  Under my leadership, BERC also became a
           model business assistance program recognized by the State of California, as well as in the national and international
           arenas.  The organization received the prestigious Governor’s Award for Environmental and Economic Leadership
           in 1999 and I was previously appointed by US EPA Administrator Christine Todd-Whitman as a member of US EPA’s
           National  Advisory  Council  for  Environmental Policy &  Technology  (NACEPT)  –  Compliance Assistance Advisory
           Committee in 2001.

           I have the demonstrated experience working on technical issues with diverse interests in both the public and private
           sectors.  I am a highly energetic person who welcomes the challenge of bringing different perspectives together to
           solve a common problem in a collaborative fashion that builds consensus and finds creative solutions to the issues
           confronting municipalities, businesses and industries in our state.  In all of the positions I have held, it has been
           imperative that I establish and maintain the trust, confidence and respect of many individuals and organizations
           with different backgrounds, objectives and viewpoints, while bringing forward a balanced perspective on often
