         Helped over 8,000 businesses understand and navigate the entire permitting process and worked with various trade
            associations to help educate their members on new regulatory mandates and provide compliance assistance.
         Developed industry specific guidance documents, sponsored workshops and conducted non-regulatory audits to assist
            small businesses.  Identified solutions and pollution prevention options to assist small businesses reduce their
            operating costs and protect the environment.
         Received 1999 Governor’s Award for Environmental and Economic Leadership. The Business Environmental Resource
            Center, or "BERC," was among eight organizations to win this award.  Established in 1993, these awards are the state's
            most prestigious environmental honor.  Recipients are chosen for excellence in protecting the environment and
            conserving natural resources, while at the same time promoting compatible, sustainable economic development.
         Developed and implemented an annual pollution prevention awards program to recognize area businesses for their
            achievements in environmental stewardship.  The awards program began as a small reception in the Board of
            Supervisors Chambers and grew into an annual breakfast event attended by over 250 business leaders, elected
            officials, agency representatives and news media personnel.
         Assisted with privatization efforts by facilitating and coordinating all the environmental regulatory compliance and
            permit aspects associated with transitioning McClellan Air Force Base to private use with the Air Force, the Local
            Redevelopment Authority, federal, state and local regulatory agencies, the Base Operating Infrastructure Department,
            depot workload competitors and other business entities looking to locate at the future industrial park.
         Developed and promoted the implementation of streamlined environmental permit processes and cost-effective
            compliance programs.  Promoted economic development and assisted in the retention of existing businesses and the
            recruitment of new businesses to the area.
         Provided extensive liaison work to establish and maintain credibility with a variety of government officials, community
            leaders, trade and business associations, businesses and industry, environmental organizations, and regulatory
            agencies.
         Served as an ombudsman for the business community.  Acted as the primary and central focal point for investigating
            and resolving complaints and disputes from the business community.  Assisted businesses with various permitting,
            compliance and enforcement matters and facilitated the resolution of questions or problems.
         Identified and pursued private and public partnerships to fund, market and implement the program and accomplish
            goals.
         Established and facilitated a 15 member advisory committee comprised of directors from various city & county
            organizations to provide feedback and insight on agency activities.
         Managed 6 professional and administrative staff (Senior & Associate Environmental Specialists, Secretary,
            Administrative Services Officer and College Interns), as well as managed various consultants. Oversaw budget of $1.5
            million.

        AEROJET CORPORATE HEADQUARTERS, Rancho Cordova, CA - (March 1989 to September 1993).
        Manager of Environmental Legislative and Regulatory Affairs.
         Initiated and established a corporate environmental legislative and regulatory affairs program to represent Aerojet's
            interests with Congress, the California Legislature and various local, state and federal regulatory agencies. Reported
            directly to Vice President of Environmental Affairs for the Corporation.

         Monitored, provided detailed policy analysis & cost/benefit analysis, formulated position papers and influenced as
            appropriate, proposed local, state and federal environmental legislation and regulations through formal comments,
            industry group participation and direct contact with legislators/regulatory bodies for six operating Aerojet Divisions
            located in California, Mississippi, Nevada, New Mexico, and Tennessee.

         Established ad-hoc working teams and coordinated proactive strategic programs to implement new environmental
            requirements (i.e., establish programs to implement the requirements of the Federal Clean Air Act, Storm Water
            Permit Program, Permit-By-Rule, etc.).
