Currently serves as a Board Member and Chair of the Central Valley Clean Water Association (CVCWA), Past Chair of
the California Association of Sanitation Agencies (CASA) Legislative Committee, member of the State Air Resources
Board Small Business Advisory Board and the past Chair of Tri-TAC.
PROFESSIONAL EXPERIENCE & ACCOMPLISHMENTS:
SACRAMENTO REGIONAL COUNTY SANITATION DISTRICT (Regional San/SRCSD), Sacramento, CA
(December 2001 to Present) – Manager, Legislative and Regulatory Affairs.
Develop and implement a government affairs program representing the District’s interests in the public policy arena
advocating on a variety of local, state and federal legislative and regulatory issues.
Manage 7 professional staff (Senior & Associate Engineers, Environmental Program Manager, Environmental
Specialists and College Interns), as well as manage various technical, legal, public relations and lobbying consultants.
Oversee budget of $5.5 million.
Establish a communication element to educate both internal and external stakeholders on proposed and newly
adopted laws and regulations, as well as their associated impact to the District.
Provide extensive liaison work to enhance relationships and facilitate dialogue between the business community,
regulatory agencies, environmental organizations, trade associations, elected officials and the Sanitation District.
Provide strategic advice and manage highly complex and sensitive legislative and intergovernmental and community
issues. Integrate the technical, legal and political aspects into a cohesive strategy, while increasing the District’s
presence as a recognized leader and technical resource on water quality issues.
Perform detailed policy & technical analysis and provide input and recommendations on a wide variety of issues that
may impact District operations and policies. Develop reports, comment letters, “white papers” and fact sheets for
different target audiences that summarize the issues, provide technical information and that offer solutions.
Promote good environmental stewardship and advocate for cost-effective laws and regulations that are based on
sound science and that provide meaningful and measurable benefits.
Develop new and revise existing policies, procedures and ordinances by bringing different perspectives together that
build consensus, identify creative solutions and increase efficiency.
Sample projects and accomplishments include:
Leading a multi-disciplinary team comprised of executive management and contract lobbyists, as well as public
relations, legal, scientific and engineering staff and consultants in the various policy discussions surrounding Delta
sustainability (e.g., Bay Delta Conservation Plan, CA WaterFix, Delta Stewardship Council and Delta Plan, SWRCB
Flow Criteria, Delta science efforts and related Delta legislation). In addition, there are a myriad of other state and
federal water policy initiatives I am engaged with on behalf of the Districts, including chemical security, water
recycling, water rights and transfers, sanitary sewer overflows, drinking water policies, TMDLs, CV-SALTS and
nutrient criteria. I also currently serve as a Board Member and Vice-Chair on the Central Valley Clean Water
Association (CVCWA), the Past Chair of the California Association of Sanitation Agencies (CASA) Legislative
Committee and the Past Chair of Tri-TAC.
Successfully advocated and collaborated with a variety of stakeholders and legislators to secure funding
opportunities for SRCSD’s Echo Water Project and Water Recycling Projects. Including federal funding under Title
16 and state funding under California’s Proposition 1 – otherwise known as the Water Bond. In addition, I have
effectively collaborated with a diverse group interest groups such as The Nature Conservancy, The Environmental
Defense Fund, Clean Water Action, Trout Unlimited, the Farm Bureau, water suppliers and others, to gain support
for a variety of other District projects and policy initiatives.

During the 112 , 113 and 114 Congress, succeeded in getting HR 6689, HR 1540 and HR 1796 to be introduced
