• Northwest Corner of Wigwam Boulevard & Litchfield Road. A major General Plan Amendment and rezoning applications were submitted
to the City during 2018 to facilitate a proposed project that would include multi-family units and a possible commercial component. Citizen
Input Meetings have been held to gather citizens’ comments. Final action by Council has not yet been taken on the project.
Proposed Dignity Health Emergency Room/Urgent Care
Financial Update
Sales taxes and state shared revenues equal 84% of the fiscal year 2018 City’s revenues with 67% from retail sales, use and bed taxes;
17% from state shared revenues; and, 16% from other sources. Primary sources of revenue include Recreation, Community & Special
Event Services, Special Districts, franchise fees & licenses, building permit fees, Court fines & forfeitures, and sales tax.
La Loma Homestead
The Litchfield Park Historical Society contracted with Waltz Construction and Orcutt/Winslow to restore the homestead for use as a
museum to be named the P.W. Litchfield Heritage Center. The final concept plan was approved by Council during the January 2019
Council meeting. Fundraising for construction is underway.
Project Updates
During 2018, City Park Enhancement Projects included a new restroom at Camelback Park, improvements to Sagebrush Point Park,
and tree planting at Scout Park. The Road Reconstruction Program reconstructed all streets abutting La Loma Avenue and constructed
new valley gutters and curb returns to increase water flow. During 2019, Construction Projects will include electrical, landscape and
drainage improvements to the north underpass; completion of the Southwest Gas Legacy Pipe Program on Wigwam Boulevard and the
center of the city; and, the Road Maintenance Program that will include micro seal on Wigwam Boulevard and seal coating to the Village
Phase 2, north of Aleppo Park. Construction will be completed on the new Jackie Robinson Little League Ball Field, a donation from
the Arizona Diamondbacks Foundation “Diamonds Back” Field Program. The field will be built on city property located at Camelback
Road and Village Parkway and will include the field layout, ball field fencing, bullpens, dugout benches, 3-tier bleachers, a scoreboard
and lighting. The City will add parking and restroom facilities.
Community & Recreation Services
Recreation Programs enhance the quality of life for city residents including youth sports, aquatic classes and lessons, pool events and a
licensed preschool. In 2018, the youth sports was named a “Better Sports for Kids Quality Program Provider” by the National Alliance for
Youth Sports; aquatics became an American Red Cross accredited facility; and, Litchfield Park Preschool introduced monthly community
leader visits, hosted an inaugural Wildlife World Zoo visit and was recognized by Hulafrog as a “Top 19 West Valley Preschool.” The
Recreation Center remodeled the public restrooms; installed new flooring in the Preschool; installed a 4-station multi-gym station and
replaced the free weights; and, remodeled the Community & Recreation Services’ office. Special Events continued to contribute to the
economic and social vitality of the city and supported over 20 award-winning special events including Oktoberfest; Arts in the Park
Outdoor Concert Series; Fall Festival of Arts; Native American Art Festival; Christmas in the Park; Kiwanis Winter Trout Fishing
Derby; The Kiwanis Litchfield Park 10K, 5K, 1 Mile Run; and, the Spring Art & Wine Festival. The City’s events received a variety of
awards from AZ Talent in Event Concepts and received $10,000 from the 2018 Challenge America Grant.
