RESOLUTION BY THE ADMINISTRATION, PERSONNEL, POLICY, AND LEGAL
COMMITTEE ADOPTING A POLICY CONCERNING RESIDENTIAL SUMP PUMPS IN THE
VILLAGE OF STURTEVANT
WHEREAS, there is a need to clarify policies and criteria for the inspection of
NOW THEREFORE, the Village Board of the Village of Sturtevant, Racine County,
Wisconsin does hereby resolve that the following policies and criteria in regard to sump pump
discharges in the Village are hereby authorized, adopted and approved:
1. The Residential Sump Pump Policy is developed to assure reasonable and consistent
handling of sump pump discharge in accordance of Ordinance 21.11;
2. In order to assure that sump pump discharge is excluded from sanitary sewers,
periodic inspection of internal plumbing at residential properties is necessary;
3. The Village Engineer will identify an area for inspections on an annual basis based on
sanitary sewer flow volumes during rain events;
4. The Village Engineer will present the area to the Public Works & Capital Improvements
and Storm & Wastewater Committee for approval;
5. If the Public Works & Capital Improvements and Storm & Wastewater Committee
approves the area, inspections will be performed;
6. The Residential Sump Pump inspections are under the authority and control of the
Village Engineer;
7. The Village Engineer will generate letters to notify property owners that an inspection
of the sump pump is ordered;
8. Any correspondence will be sent to the property owner listed in the Racine County
property tax database;
9. If the property owner is in violation of connection of sump pump to the sanitary sewer
system, the Village Engineer will provide notification of violation to the property owner;
10. The property owner will be given 30 days to discontinue discharging the sump pump
into the sanitary sewer system;
11. The Village Engineer will perform an inspection to verify that the sump pump is no
longer being discharged into the sanitary sewer system;
12. If the property owner fails to discontinue discharging into the sanitary sewer system, a
forfeiture of not less than $100 nor more than $1,000, together with the costs of
prosecution’
13. Permanent connections to the storm sewers, where laterals or tiles are available, will
be required per Ordinance 21.11;
