2.  Selected subcontractors will be asked to submit a pre-qualifi cation statement, which
                                                  is typically similar in form to the A305 contractor’s qualifi cation statement, as well as

                                                1.  Upon issue of the GMP pricing package by the design team, an electronic invitation to
                                                 bid is sent to all pre-qualifi ed sub-contractors.

                                                2.  Th  e invitation bid package would include an Instructions to Subcontractors statement,
                                                  which would include a list of bid documents, bidding requirements and project specifi c
                                                  information to ensure all bidders are submitting proposals based upon the same project
                                                  information.  Th  is would be sent via Box.Net.

                                                3.  Within the fi rst week of the bid period Barr & Barr, Inc. will contact all selected
                                                  subcontractors, to confi rm receipt of the invitation and willingness to submit a bid. In
                                                  this way bid coverage, which is critical to competitive pricing, is ensured.

                                                4.  If at this time Barr & Barr, Inc. analyzes that there is not enough coverage in any section
                                                  of the project to ensure a competitive price, we will, with the approval of the Owner and
                                                  Design Team, add additional subs to bid the project. Initially these bidders will come
                                                  from the pre-selected subs which did not make the fi nal list.  No subcontractors will be
                                                  asked to bid without fi rst completing a pre-qualifi cation statement and being approved
                                                  by the Team.

                                                5.  All bids will be received in a sealed package and a scheduled bid opening will be
                                                 coordinated with Owner and respective consultants. All bids are recorded on a leveling
                                                 sheet where the qualifi cation is outlined.  Th  is leveling sheet will show the bidders
                                                 company names, initial proposal, documents and specs, scope of work issues and fi nal
                                                 bid number.  Owner and the consultants will be part of this development.  Th is is part
                                                 of our open book procedures.

                                                6. All bids will be scoped using the following parameters:
                                                       • Completeness of Scope
                                                       • Competitiveness of price
                                                       • Means and Methods
                                                       • Availability of Manpower and Financial Solvency
                                                       • Commitment to work within the project schedule

                                                Early Packages Bid Process (if required)
                                                Th  e bid process for early packages, either complete trade or equipment pre-purchase, follows
                                                the same procedures with the following exceptions.

                                                In schedule driven projects, or in trades with long lead items, such as stone or steel, it may
                                                be necessary to receive bids without complete construction drawings. In this scenario,
                                                more emphasis will be given to unit prices, material/labor and scope breakdowns. In this
                                                way, upon release of the fi nal drawings, many potential changes will be covered by this
                                                additional level of pricing. Th  is ensures competitive pricing of the construction documents
                                                will be maintained, while allowing early procurement of a subcontractor.

                                                Upon release of the construction documents, early package sub-contractors will be given
                                                the opportunity to review the documents, which will be reconciled with Barr & Barr’s in
                                                house scope review of the trade.
