CMS Announces
Adoption of Its
Guidelines
Following its 12th Meeting of the Conference in late
October in the Philippines, the Conservation of Migratory
Species of Wild Animals (CMS) announced adoption,
by consensus, of their CMS Family of Guidelines.
The IAGC had done extensive work in urging nations to oppose
adoption of the Family of Guidelines on Environmental Impact
Assessments for Marine Noise-Generating Activities.
The IAGC is assessing the additional steps countries must
take to adopt these guidelines in individual countries.
We will work with the individual nations to oppose
implementation within their respective nations.
On 16 October 2017, the IAGC submitted 122 letters (see sample
letter HERE) to designated National Focal Points for the CMS,
who attended the meeting. In these letters, the IAGC urges the
representatives to oppose adoption of the CMS Family of Guidelines
based on the deficiencies, bias and flaws in the guidelines and
technical documents delineated in a comment letter and specific
technical comments table for the CMS Technical Support Document
submitted by the IAGC on 15 February. We also coordinated
our opposition with the African Union Ambassador to distribute
the letter requesting opposition to adopting the guidelines.
If adopted as is, many seismic operations would become economically
prohibitive, substantially reducing offshore exploration and
development of oil and gas resources within the adopting countries.
