                1.  In consideration of the case at hand and after scrutiny of all presented docum ents
                    by  Mr.  Jonard  G.  Escorpezo,  the  Campus  G rievance/M ediation  Com m ittee  for
                    Employees and the  Human  Resoucce  Management O fficer (HRMO),  the following
                    are the facts,  to wit:
                           a.  The  subject  on  absences  and  tardiness  is  not  under  the  scope  of
                              grievable    matters,   hence,    not   under   the  jurisdiction   o f  the
                              Grievance/M ediation Committee;
                           b  Violations  or  om issions  by  Mr.  Escorpezo  on  absences  and  tardiness
                              are  covered  under  civil  service  laws  on  leave  administration  and  rules
                              on  governm ent office  hours;
                           c.  The photocopied  docum ents as attachm ents are not certified  copies;
                           d.  Observations  of  the  HRMO  mentioned  certain  lapses  by  concerned
                              officials and em ployees  (see attached  fetter,  dated  Decem ber 7,  2018)
                           e.  Mr.  Escorpezo claimed  he was  not informed  of a com plaint against him
                              of which  the  Human  Resource  M anagem ent  Officer  pointed  out  in  her
                              recommendation.


                2.  in  view  of the  above,  you  are  advised  to  carefully  look  into the  m atter  especially
                    the observations and recom m endations of the HRMO.  As such and in consonance
                    to  your  administrative  functions  and  duties  as  an  implem enting  official,  you  are
                    hereby reminded of the following:
                           a.  To efficiently and effectively im plem ent processes and procedures in the
                               adm inistration  of  applications  for  leave  following  civil  service  rules  on
                               governm ent office hours.  Proper coordination and consultation with the
                               HRMO  regarding  this  and  other  m atters  are  highly  encouraged  for
                               consistency in  policy im plementation.
                           b.  To  ensure  due  diligence  in  ascertaining  proper/correct  actions  on
                               docum ents such as;
