LEARNING AND  DEVELOPMENT

                                              Faculty and Staff Development Policy

                     1. RATIONALE

                     The  Ifugao  State  University  aims  to  establish  maintain  and  promulgate  a
                     systematic plan of action for personnel development in a continuing effort to upgrade
                     the  competencies  of  members  of  the  faculty,  the  administrative  and  support  staff
                     through a system of scholarship grants,  seminars,  workshops, trainings conferences
                     and other human resource interventions.


                     The  University  also  abides  with  Section  1,  Rule  VIII,  Omnibus  Rules  Implementing
                     Book  V,  EO  No.  292;  every official  and  employee  of the government  is  an  asset or
                     resource  to  be  valid,  developed  and  utilized  in  the  delivery  of basic  services  to  the
                     public.  Hence, the development and retention of a highly competent and professional
                     workforce  in  the  public  service  shall  be  the  main  concern  of every  department  or
                     agency.

                     Every  department  or  agency  shall  therefore  establish  a  continuing  program  for
                     career  and  personnel  development  for  all  agency  personnel  at  all  levels  and  shall
                     create  an  environment  or work  climate  conducive  to the  development  of personnel
                     skills, talents, and values for  better public service.

                     For this purpose,  the University adopts the following policies and guidelines:

                     2. BASIC  POLICIES

                        2.1.  It shall  be  the  policy  of the  University  to  continuously  promote  and  support
                            the development of its human  resource.
                        2.2.  The  University  shall  accord  equal  chance to every  deserving  member of its
                            human  resource  to  avail  of  grant  opportunities  following  the  Equal
                            Opportunity  Principle  (EOP)  in  such  a  way  that  all  personnel   shall  be
                            covered  under  the  guidelines  regardless  of  sex,  sexual  orientation  and
                            gender  identity,  civil  status,  disability,  religion,  political  affiliation  and
                            indigenous cultural affiliation.
                        2.3. The awarding  of these grants shall  not in  any way prejudice the efficiency or
                            effective  performance  of  instruction,  research,  extension  and  production
                            functions of the University.
                        2.4.  Grants  enjoyed,  especially  those  of  scholarship  and  fellowships  are
                             privileges and  not rights,  so that every  privilege  must be  accompanied  by a
                             corresponding  obligation.  A  scholarship  contract  shall  be  executed  by  the
                             University and the grantee to include specific arrangements and shall strictly
                             enforce  the  return  to  work  agreement  and  reimbursement  of  scholarship
