2.16.4. Cases beyond the control of the grantee and/or the
University (force majeure)
A request for deferment, however, must be submitted ten working days
before the opening of classes of the succeeding term following
standard/proper procedures and channels, stating reasons/justifications
and duration of deferment, and attaching appropriate documents as proof.
2.17. Scholarships, fellowships and other forms of grants offered by sponsors
other than the University, whether local or foreign, shall first be approved by
the University before these are availed of.
3. COMPOSITION AND TERM OF OFFICE OF THE FACULTY AND STAFF
DEVELOPMENT COMMITTEE (FSDC).
The FSD Committee shall be composed of twelve (12) members designated
by the University President.
3.1. Chairman: VP for Administration
3.2. Vice-Chairman: Director for DHRD
3.3. Members:
3.3.1. VP for Academic Affairs
3.3.2. Dean College of Advance Education
3.3.3. Federated President, Faculty Association
3.3.4. Federated President, IFSU Employees Union
3.3.5. Campus Administrator where the faculty or staff belongs
3.3.6. HRMO III
3.4. Committee Secretary: DHRD Staff
4. FUNCTIONS OF THE FACULTY AND STAFF DEVELOPMENT COMMITTEE
(FSDC)
The basic function of the FSD Committee is to help implement and monitor the
FSDP of the Institution:
4.1. Draws up the priority areas for scholarships/trainings needed in each
academic year in consultations with the other College Deans/Heads of
Office.
4.2. Continues to update policies, rules or guidelines of the FSDP of the
University for consideration of higher authorities.
4.3. Keeps the faculty and staff informed of grant opportunities as well as these
policies and guidelines through supervisory bulletin, announcements
during faculty meetings, passing memoranda, posting available
scholarships on bulletin boards and the like.
4.4. Evaluates and recommends candidates for scholarships, fellowships and
other forms of grants or human resource interventions.
4.5. Submits periodic reports to the University President relative to the status
and progress of the individual grantees based on submitted reports.
4.6. Monitors the performance of grantees during their scholarship to ensure that
the scholars/grantees fulfill their scholarship obligations and that they shall
