                                     -  A  Contract  shall  be  executed  between  the  employee  and  the
                                         University through the University President; and
                                     -  Any violation of the terms and conditions in the Contract shall be
                                         a ground for the cancellation of the study permit.  The employee
                                         maybe subjected to sanctions stipulated in the Contract.




                                5.2.  Training Programs:

                              Aligned with the provisions of the Omnibus Rules  Implementing  Book V,  EO  No.
                              292 on career and personnel development, IFSU shall prepare and implement an
                              annual  Learning  and  Development  Plan,  which  is  based  on  learning  needs
                              assessment related  to  organizational  needs,  tasks  or job  designs  of employees,
                              knowledge and skills inventory of all employees taking into consideration various
                              factors such as: position levels, urgency of such skill and the required work
                              behaviors need for efficient service delivery.

                              The annual Learning Development Plan for all personnel aims to:

                                 5.2.1.  Serve as a guide to  both the faculty and  non-teaching  personnel
                                 in  tiie  participation  in  trainings,  seminars,  conferences  and  similar
                                 activities  attended  by  IFSU  personnel  whether  internal  or  external
                                 trainings.

                                 5.2.2  Provide  professional  development  to  IFSU  Personnel  in  their
                                 quest  for  the  improvement  of  their  professional  skills  for  continuous
                                 productivity in the workplace.

                                 5.2.3.  Address  the  various  needs  of  IFSU  personnel,  covering  both
                                 technical and soft skills,  to bridge the gaps and meet the competencies
                                 and values required of their respective positions.

                                 5.2.4.  The  University  shall  accord  equal  chance  to  every  deserving
                                 member  of  its  human  resource,  guided  by  the   Equal  Opportunity
                                 Principle (EOP) in such a way that all personnel shall be covered under
                                 the guidelines regardless of sex,  sexual orientation and gender identity,
                                 civil  status,  change  to  persons  with  special  needs,  religion,  political
                                 affiliation and indigenous cultural affiliation.

                                       5.2.4.1.  Prior  to  the  conduct  of  in-house  training  programs  or
                                 attendance of employees to external training  programs, the DHRD shall
                                 prepare a  profile  of nominees/attendees  to confirm  their attendance to
                                 such  programs;  to  evaluate  alignment  to  competencies  or  job
                                 requirements;  and to determine  if there  are  participants who  belong  to
                                 the specialized  groups,  i.e.  senior citizens,  PWSN,  indigents,  members
                                 of the  SOGI,  pregnant  women  so  that  their  needs  will  be  addressed
                                 accordingly.

                                       5.2.4.2.  The  University  shall  endeavor  to  observe  equal
                                 opportunity principles in the preparation,  implementation and delivery of
