                             benefits for failure to finish  his/her studies within the  prescribed  duration  of
                             the contract. (OO #6-2012, item 1F)
                        2.5.  It shall  be the policy of the  University to see to it that scholars,  fellows and
                            other  grantees  must  enroll  and  study  only  in  Higher  Education  Institutions
                            with  proven  integrity,  quality  and  standards.  They  must  have  CHED
                            authority/recognition  to  offer said  program  and  the  program  must  have  an
                            accreditation  of  at  least  Level  III  or  better  by  any  of  the  recognized
                            accrediting  agencies  in  the  Philippines.  (OO  #6-2012,  item  1D)  or  are
                            declared  by  CHED  as  Centers  of  Development  (COD)  or  Centers  of
                            Excellence (COE).
                        2.6.  It shall be the policy of the University to avoid in-breeding by way of enjoining
                             IFSU  employees  to  pursue  higher  education  studies  in  SUCs/HEIs  other
                             than the Ifugao State University.
                        2.7.  All types of grants are intended to improve the qualification and the working
                             competence  of  the  individual  staff,  so  that,  unless  for  strongly  justifiable
                             reasons, the field of study/training of the grantee must be in line with his/her
                             field  of  specialization  and/or  actual  function  in  the  University.  (FSDC
                             Resolution No. 5 Series of 2015)
                        2.8.  Scholars,  fellows  and  other  higher  level  grantees  shall  enter  into  a
                             study/training contract with the University.
                        2.9.  In  no  case  shall  units  earned,  a  degree  or  training  achieved  by  any
                             employee  be  recognized  by  the  University  if without  previous  approval  by
                             the Institution and/or higher government authority.
                        2.10. University financial and other support to any type of grant shall be based on
                              priorities and program goals of the University.
                        2.11.  Funds for the purpose will be sourced  out from  foe  University income from
                              fees  and  the  General  Fund.  (OO  #6-2012  item  1B)  Hence,  privileges  of
                              grantees,  especially  as they  relate to finances,  shall  be  covered  by  DBM,
                              accounting and auditing rules and regulations.
                        2.12.  No grantee who finishes foe degree sought for shall be allowed to apply for
                              a higher degree until or unless he/she has complied with the provision  No.
                              10  hereof,  except  in  cases  when  the  grantee  has  been  awarded  another
                              scholarship grant where the University shall not spend for his/her study.
                        2.13.  No  member  of  the  faculty  and  staff  shall  enjoy  more  than  one  (1)  full
                            scholarship/fellowship grant at a time.
                        2.14.  In no case shall a grantee working towards a degree be allowed to change
                              his/her specialization or to transfer to another institution without approval by
                              the University and/or the sponsoring agency.
                        2.15.  Employees on study grant but not enrolled during summer or a certain term
                              must  report  to  official  work  in  foe  University  otherwise  he/she  shall  be
                              considered absent which shall be charged against any earned leave credits
                              or be considered  as leave without pay after following  proper procedures in
                              the    application of foe leave law.
                        2.16.  Deferment of study leave is discouraged except on the following cases and
                              upon approval by the University President:


                                     2.16.1.  Maternity leave
                                     2.16.2.  Serious  illness  or  accident  which  affects  foe  mental-
                                     physical capacity of the grantee
                                     2.16.3.  Absence  of  subject  or  course  offered  during  a  particular
