                              finish their degree on time.
                         4.7.  Recommends  the  imposition  of  sanctions  on  erring  scholars  and  other
                              grantees  considering  any  violations  on  the  provisions  of the  scholarship
                              contract entered into by the scholar.
                         4.8.  Keeps and maintains records relative to faculty and staff development.
                         4.9.  Ensures  that  each  employee  shall  have  undergone  at  least  one  human
                              resource development intervention/training during the year. (Rule 8, sec. 7e
                              of the Omnibus Rules).

                     5.  SCOPE,  QUALIFICATIONS,  PROCEDURE  AND  PRIVILEGES  UNDER  THE
                        FACULTY AND STAFF DEVELOPMENT PROGRAM

                        The FSD Program shall cover the following:

                         Scope


                         Graduate  programs  which  include  Masters,  Doctorate  and  Post  Doctorate
                         programs:

                         Both the teaching and the non-teaching may avail of this scholarship/grant. With
                         the  implementation  of  the  policy  of  hiring  faculty  with  master’s  degree,  only
                         doctoral studies in their field of specialization in the baccalaureate level for which
                         they were hired shall be supported by the University from  University funds. (0 0

                         The  announcements  or  invitations  to  study/scholarship  grants  shall  be
                         disseminated  to  all  employees  including  those  in  the  specialized  groups,  i.e.
                         senior citizens,  PWSN,  indigents,  members  of the  SOGI,  pregnant women  so
                         that their needs will be addressed  accordingly. The necessary assistance,  such
                         as filling  out of forms and securing of required  documents shall  be  rendered  to
                         members of the specialized groups.

                         To balance the  need  of the  University for the services  of its employees and  its
                         desire to send them to pursue higher studies, applicants who are    enrolled in
                         DHEIs  where  subjects  being  pursued  are  scheduled  only  during  weekends
                         (Saturdays and  Sundays) are required to teach a  reduced workload  up to three
                         classes  or nine units with  one or two  preparations  during  the first two years  of
                         their  doctoral  studies.  They  shall  be  on  fulltime  study  leave   during  their
                         third/dissertation  year.   They  are  exempted  from  quasi-judicial  assignments
                         requiring  additional  time  to  be  spent  for  university  activities  and  programs.
                         Scholars  enrolled  in  DHEIs  where  classes  are  done  during  weekdays  may  be
                         granted fulltime study leave.



                            CATEGORIES OF SCHOLARS:

                     A.  Regular  Scholars  -  are  those  faculty  who  are  on  their  masteral  and  doctoral
                     studies and shall be on fulltime and official business (OB) basis and shall receive the
