NYAA takes pride in the achievements of its Gold Award holders, who continue to make significant contributions
to Singapore’s economy and the global community.
Promotion – Mr Zed Teo
Congratulations to Mr Zed Teo Zi-Ming, an NYAA Gold Award holder and an NYAA Council Member, on his
promotion to Senior Assistant Commissioner of Police, effective 1 April 2024. SAC Teo is a senior, highest-
ranking officer in the Singapore Police Force, a testament to his dedication and exemplary service.
Pacific Association of Quantity Surveyors (PAQS) Congress 2024
Dr Eugene Seah, Chief Executive Officer of DLS Consultancy Pte Ltd, Chairman of the NYAA Council, and Senior
Vice President of PAQS, delivered the keynote address at the Pacific Association of Quantity Surveyors (PAQS)
Congress 2024, held in Brunei Darussalam from 23 to 27 August 2024. The Congress, hosted by the Institution
of Surveyors, Engineers and Architects (PUJA) Brunei, was graced by YB Dato Seri Setia Haji Awang Muhammad
Juanda bin Haji Abdul Rashid, Honourable Minister of Development of Brunei Darussalam.
Dr Seah’s exemplary leadership and contributions to the built environment sector were formally recognised with
his installation as President of PAQS in October 2024. The NYAA Council extends its warmest congratulations
to Dr Seah on this prestigious appointment and celebrates his continued commitment to industry and youth
development.
Dr Eugene Seah, NYAA Council Chairman, was also appointed President of the Pacific Association of Quantity
Surveyors.
International Cost Engineering Council Fellowship
Dr Eugene Seah, an NYAA Gold Award holder (1995 cohort), Chairman of the NYAA Council, Chief Executive
Officer of DLS Consultancy Pte Ltd, and President of the International Cost Engineering Council (ICEC), was
awarded the ICEC Fellowship in Ghana, West Africa, in recognition of his leadership and global contributions
to the quantity surveying profession.
Dr Seah is the youngest individual in ICEC’s history to be elected President and the first Singaporean to assume
this role. He expressed his gratitude to NYAA for the opportunities and leadership platform it has provided.
NYAA congratulates Dr Seah on this prestigious honour, which brings honour to both NYAA and Singapore.
Sergius Wat, NYAA Gold Award Holder and Lee Kuan Yew Scholarship Recipient 2024
NYAA extends heartfelt congratulations to Assistant Commissioner of Police Sergius Wat, an NYAA Gold Award
holder, on being awarded the prestigious 2024 Lee Kuan Yew Scholarship by the Public Service Commission
of Singapore. This scholarship, synonymous with excellence and a commitment to public service, recognises
Sergius’ outstanding contributions and potential to further Singapore’s development.
NYAA Gold Award Holder Lt-Col Sam Tan, Commanding Officer of RSS Stalwart in Hawaii
NYAA takes immense pride in its Gold Award holders, who serve Singapore with distinction at home and
abroad. Lieutenant Colonel Sam Tan, Commanding Officer of RSS Stalwart, a Formidable-class stealth frigate
of the Republic of Singapore Navy, marked SAF Day on 1 July 2024 in Hawaii during an overseas exercise with
the United States Navy. Lt-Col Tan honoured the sacrifices and contributions of those in uniform. NYAA wishes
Sam and his crew a successful exercise and a safe return to Singapore.
Meeting Between Rear Admiral Claudio Maldonado and LTC Sam Tan
NYAA was proud to note a meeting between Rear Admiral Claudio Maldonado of the Chilean Navy and
Lieutenant Colonel Sam Tan of the Republic of Singapore Navy. This meeting highlighted the strong international
ties and collaboration between naval forces, fostering mutual understanding and exchange of expertise.
