WITHIN DISTRICT ALLOCATIONS – TITLE I – K2

               Procedures for Ranking Schools and Allocating Funds
               Title I, Part A
               In order to determine which schools will participate and receive Title I, Part A funds, each school is put in
               rank order from highest to lowest concentrations of poverty.  Once the schools are in rank order, the
               district allocates Title I, Part A funds only to eligible schools. Since the district must make sure that each
               eligible school receives enough money to make a difference, it is possible that not all eligible schools will
               receive funds.  Therefore, schools with a poverty rate of 75% and above will at the time of the required
               count will be served.

               Ranking Schools
                Funds may not be provided to schools based solely on academic need; poverty is the determiner. The
               district  must consider the incidence  of poverty in each of the schools when determining funding
               allocations based upon the per-pupil expenditures.

               The poverty criteria most commonly used is the number of free and reduced priced lunch (FRPL) students
               as determined by lunch applications, and other poverty measures such as the number of students from
               families receiving Temporary Aid to Needy Families (TANF) or receiving Medicaid. The same measure
               of poverty is used for the entire district and it is consistent from year to year. The Hinds County School
               District will use the FRPL student count as provided by Child Nutrition –Eligibility Summary Report -  to
               determine the percent and number of low-income students.

               For purposes of filing the annual Consolidated Federal Programs Application (CFPA), as directed by the
               MDE, data from a date within the month of March will be used to establish the number of low-income
               students in the school district.

               Schools with a poverty rate of above 75% will be served.  In efforts to ensure that schools are awarded
               enough funding to make a difference in the academic achievement of all students, schools may receive the
               same or different per pupil allocations (PPAs).  Should different PPAs be used, the following bands are
               used to determine unequal PPAs.  Bands may need to be adjusted depending upon the total allocation for
               schools to ensure that each eligible school receives enough money to carryout activities and programs that
               impact the academic achievement of all students.

               HCSD has three bands that will be used in allocating funds to participating schools in the district.  These
               are:
                Band 1—Schools with 90% - 100% poverty rate are given the highest PPAs
               Band 2—Schools with 80% - 89% poverty rate are given a per pupil allocation that shall not exceed the
               PPAs awarded to schools in Band 1
               Band 3—Schools with above 75%  -  79% poverty rate are given a per pupil  allocation that shall not
               exceed the PPAs awarded to schools in Band 1 or Band 2.

               Schools with higher poverty rates may not have lower PPAs than schools with lower poverty rates.  Since
               funding is based on the total number of low-income students at each school, it is possible that larger
