it is of a suitable capacity and safety standard or can be improved to
achieve such a standard.
d. integrate air quality management and environmental quality into
the location and design of, and access to, development and, in so
doing, demonstrate that proposals do not worsen air quality to an
unacceptable degree especially taking into account the cumulative
impact of development schemes within or likely to impact on Air
Quality Management Areas; and
e. does not result in the loss of usable wharfage or rail facilities.
3. The location, design and layout of development proposals will
demonstrate that: -
a. priority is given to the needs of pedestrians and cyclists, including
the disabled, through the provision of safe routes which minimise
cyclist/pedestrian and traffic conflict within the site and which
connect to local services and facilities.
b. existing public rights of way are retained, or exceptionally
diverted, and new routes created in appropriate locations.
c. access to public transport is integrated into site design and layout
where appropriate.
d. the safe and efficient delivery of goods and supplies and access
for emergency and utility vehicles can be accommodated; and
e. it includes facilities for charging plug-in and other ultra-low
emission vehicles on major developments.”
4.5 Swale Parking Policy
4.5.1 Swale Borough Council (SBC) has recently adopted its own borough-wide Parking
Standards Supplementary Planning Document (SPD), which outlines parking
standards for both residential and non-residential uses.
4.5.2 Paragraph 6 states that:-
“This guidance aligns with the current approach to residential parking, as
detailed in the NPPF. The residential parking standards require a ‘minimum’
amount of car parking at origin, unless the development is deemed highly
accessible by sustainable modes.”
4.5.3 Footnote 1 to the residential parking standards presented at Appendix A of the
SPD states that the: “car parking standard is for guidance and a lower provision
should be considered for areas with good accessibility by sustainable modes and/or
where effective mitigation measures are in place or proposed”.
4.5.4 Paragraph 19 of the SPD further states that: “The existing levels of car ownership
in an area are a useful factor to consider in determining the level of parking to be
provided in a new residential development.”
