4.5.5 As such, for sites in Suburban locations where on-street parking controls are very
limited or not present, the guidance sets minimum parking standards based on
dwelling type as follows:-
• For 1 and 2 bed flats – 1 space per unit (unallocated);
• For 1 and 2 bed houses – 1 to 2 spaces per unit;
• For 3 bed houses – 2 to 3 spaces per unit; and
• For 4+ bed houses – 2 to 3 spaces per unit
4.5.6 Further to this, an additional 0.2 spaces per unit should be provided for visitor
parking.
4.5.7 With regard to cycle parking, the document states that the minimum requirement
for individual dwellings is one space per bedroom, which is normally provided
within the dwelling’s curtilage. For flatted dwellings, one space per unit should be
provided within a secure, communal facility.
4.6 Policy Compliance
4.6.1 The proposed development is seen to comply with all levels of transport planning
policy. The site is located adjacent to the village of Newington, where a range of
everyday services and facilities can be accessed within an acceptable walking
distance. In addition, frequent bus and rail services route through the village,
allowing for greater connectivity to a wider variety of services and amenities
without the need for private vehicle use.
4.6.2 Parking is seen to accord with the SBC Parking standards. Formal visitor parking
is to be provided and there are also a number of driveways proposed which will
accommodate short-term visitor parking. Cycle parking will accord with SBC
Parking Standards, with suitable provision made within the internal curtilage of
the dwellings.
4.6.3 The existing car ownership per dwelling in the Hartlip, Newington and Upchurch
Ward is 1.61. The nearest bus stops are 450m (or a six-minute walk) to the west,
providing access to hourly bus services between Chatham and Sittingbourne, and
Newington Railway Station is 650m to the north-west, providing access to half-
hourly train services to London, the Medway Towns, Sittingbourne and East Kent.
Newington itself provides a range of everyday services and facilities, including
convenience retail, a pharmacy, Post Office and primary school.
4.6.4 As such, the site can be considered at least as sustainable as the suburbs of
Sittingbourne and Faversham and in a number of cases, somewhat more so. It is
therefore considered that the use of the Suburban standard is acceptable.
4.6.5 Given the above, it is not considered that the proposed development will result in
‘severe’ residual transport impacts, in line with the NPPF.
