relationship with behavior while the determining factors of religious
adherence and belief in the institution of waqf have no relationship.
Therefore, this research is expected to open the space for future
studies related to the measures that should be carried out by waqf

            INTRODUCTION
Satu The waqf fund is a cash collection intended for charity and it must
comply with sharia. Waqf funds that have been collected for a specific
purpose since the collection process began are referred to as special
waqf. When it is not clearly stated the purpose of quoting the waqf, it
is known as general waqf. All states in Peninsular Malaysia have
implemented cash waqf managed by their respective State Islamic
Religious Council (MAIN). MAIN is the sole trustee in managing waqf
property. The goal of the same cash waqf for each state is to develop
socio-economic despite the differences in implementation. The
implementation of this cash waqf is different for each state but it has
the same goal which is to develop the socio-economic of Muslims.

RM60.2 billion in 2019 allocated for the Ministry of Education, or 19.1
per cent of the total federal government expenditure which is a
relatively large financial budget (Ministry of Finance Malaysia, 2019).
Despite the relatively large allocation this amount has decreased from
the previous year of 61.6 billion in 2018. Therefore, another way of
covering expenses in the field of Education should be thought out.
The best approach is to introduce a cash waqf to address the problem
of underfunding in the education industry. To meet the most optimal
level of education, this plan should start from the lower level to the
