only 51% of the 100 randomly selected respondents intended to make
a continuous financial waqf contribution, while most respondents did
not. This situation explains why the collection of cash waqf has
become inconsistent.
According to Ismail and Wahid (2021); Zainuddin et al., (2022), the
problem of collecting cash waqf is due to the lack of knowledge related
to cash waqf among the public. Being confused between cash waqf and
property waqf is also the cause of the lack of cash waqf collection.
Some in the community are still unable to distinguish between alms
and cash waqf. Mokthar, (2016) found that individuals with strong
religious beliefs would be more likely to obey religious rules by
executing all religious commandments, respecting religious wills and
commandments and acting according to religious orders.
According to (Ismail & Wahid, 2021) financial problems are becoming
a challenge nowadays. This makes Muslims not interested in
contributing because of their own lives that are still struggling to make
a living to meet the necessities of life. The ability of waqf institutions
to manage financial problems is questioned because of ineffective and
inefficient management of waqf (Basri, 2016). The administration of
zakat in the past is considered sufficient, just like the management of
waqf. However, to maximise the value added to this institution, waqf
must now be administered more efficiently and effectively.
