When to issue the ABN?
Start of care:
• Ongoing services but not billing Medicare (non-covered
services are being provided)
• Split billing
End all Medicare billing but not discharging patient - billing
change
Rare situation i.e.: MD disagrees with discharge-notify Clinical
Field Manager and issue ABN. (Notification to the patient must
be in advance of providing non-covered care to allow the
patient to appeal)
