2.2. MANAGEMENT PREROGATIVE – Management retains the right to
        determine whether an employee is qualified for a promotion, or be demoted
        due to poor performance, temporary assignment.


               a.) PROMOTION. – Refers to the advancement of an employee
        from position to another usually accompanied by an increase in duties and
        responsibilities as authorized by law and accompanied by an increase in
        salary

               b.) TRANSFER.   – Refers to a movement from one position to
        another, which is of equivalent rank, level, or salary without break in service
        involving the issuance of the appointment. Employee-initiated inter-depart-
        mental transfer will be allowed upon the recommendation of the head of
        the department/unit, in consultation with HRD and upon acceptance of the
        head of the absorbing department.


               c.) TEMPORARY ASSIGNMENT – To meet exigencies of work or
        as part of personnel training program, an employee may be temporarily as-
        signed to another position, provided that such assignment does not exceed
        three months. He/she may, however, choose to remain in the position, in
        which case he/she will have to request for a transfer following the proce-
        dure described in the section on TRANSFER.

        2.3. PERSONNEL RECORDS (201 FILE) – All records relating to appoint-
        ments, leaves, disciplinary actions, efficiency of ratings and other related
        matters of all employees shall be treated with utmost confidentiality and
        shall therefore be kept inaccessible except to the employee concerned and
        the Human Resource Department.
