4.12.1.2 Transponder setting
If there is a transponder in the aircraft, the 7700 squawks mode A to indicate
an emergency. If a squawk code has been assigned, this code is retained.

4.12.2 Urgency messages
Urgency messages are sent by an aircraft in connection with a situation that
concerns the safety of an aircraft or other vehicles or vessels or persons on
board or in sight, but which does not require immediate assistance.
Urgency signals/Urgency messages have priority over all other messages,
except distress messages.
An urgency message:
- is preceded by PAN PAN, if possible, pronounced three times.
- then it is structured as a distress message.
