RUMAS Indi-Reg Desktop User Guide



        1  Preface







            •  Is a management system designed to keep track of, and accurately reflect, the status of
               indigent households.
            •  It has been developed with the objective of enhancing management of the equitable share of the
               municipality.
            •  It has been designed to cater for all necessary actions during the indigent management process, from
               the initial registration through to the maintenance of the register which includes communication to
               indigent households as and when required.
            •  Indi-Reg contributes to revenue protection programmes by highlighting excessive consumption of
               services by indigent households, making it possible to align the actual usage of services to allowable
               usage.


        Indi-Reg is a process flow based web application. It is meant to be used by the Local, District, Provincial
        and National Departments to register indigent applicants.

        The process flow entails: Take On Data/New Registration, In House Data Check, Site Inspection, External
        Scan, Data Compare, Recommendation, Approved/Declined and Re-registration.

        The process flow is based on the following rules:

            •  Take On Data or New Registration will and should always be the first step in the process.
                   o  Take On Data should take preference over New Registrations if available
            •  Approved/Declined Applications will always be the last step in the process.
                   o  The  applicant  can  only  be  on  a  specific  step  or  status  at  a  given  point  of  an  applicant’s
                       registration process
            •  All other steps can be taken in any order and the software solution is flexible to allow the municipality
               to choose all or only selected steps.
                   o  As an example look at the two process flows in figure 1.1
