Appendix 2: Biographies of Key Team Members
Luis is a thought leader and strategist for our growing national
accounts. Overseeing the underwriting department, Luis has the
perspective of both the carrier and employer side as a former
underwriter at CIGNA. The value of having the inside perspective will
help provide the team tools to negotiate and design valuable
Luis Milla programs at optimal costs. Luis provides a measured approach to
Chief Strategy Officer consider financials, compliance and benchmarking for best-in-class
solutions. He has many hats as Underwriter, Healthcare Reform
Team Lead and securing emerging analytic tools. His role will involve
strategizing with Francis Parker School and Burnham clients in a
consultative and creative manner while ensuring employers have
access to the resources and information they need to feel
comfortable about the direction of their benefits package.
Luis is involved in health care reform modeling, benefit planning for
renewals, marketing and benchmarking analysis, carrier exhibit
evaluation, and strategizes with clients on their long-term benefit
goals and objectives. A vital member of the Burnham Benefits team,
Luis facilitates innovation and contributes to the high-quality
benefits consulting clients expect.
Luis’s earned his bachelor’s degree with honors in Economics with a
minor in Applied Mathematics from the University of California,
Irvine. He is also bilingual in Spanish.
Vice President and Director of Compliance Richard Asensio’s primary
responsibilities include delivering health and welfare benefit
consulting services to Burnham’s clients. Richard consults with
clients regarding various health and welfare compliance issues
regarding eligibility and plan administration, including implementing
Richard P. Asensio, JD, the provisions of health care reform (ACA) and nondiscrimination
MBA testing. He monitors and analyzes new and ongoing federal and
VP/Director of Compliance state legislation; reviews employee benefit communication and
enrollment materials, benefits descriptions and SPDs; drafts various
health and welfare plan documents; and coordinates benefit-related
filings with government agencies. He performs in-depth legal
research and analyses of complex federal tax and ERISA matters and
assists clients in choosing appropriate strategic options and safely
navigates increasingly complicated compliance requirements. He is
also responsible for the content and delivery of Burnham’s
legislative and compliance webinars and webcasts.
