State, and Local. There are several important stakeholders in the Government,
which have significant contribution and impact on the health sector.

They are Ministry of Women and Child Development, which runs the nutritional
support programme, Integrated Child Development Scheme (ICDS), The Ministry
of Chemicals ( which regulates the Pharmaceutical sector), The Ministry of Labour
(which regulates the ESI scheme and administers the Rashtriya Swastha Bima
Yojana i.e RSBY), The Finance Ministry (which houses the Insurance division),
Ministry of Water Supply and Sanitation, and the Ministries of Rural and Urban
Development etc, among many others.

(A) At the Centre - The Public Health system at the National level consists of:
      (i) Ministry of Health and Family Welfare - headed by the Union Minister
             of Health and Family Welfare , this ministry has 3 departments - the '
             Department of Health and Family Welfare', the 'Department of Medical
             Research' and the 'Department of AYUSH'(Ayurveda, Unani, Siddha and
             Homeopathy)- earlier known as Department of Indian Systems of Medicine
             and Homeopathy (ISM&H).
      (ii) Directorate General of Health Services - It is the principal advisory body
             to the Union Government in both medical and public health matters.
      (iii) Central Council of Health - headed by the Union Health Minister as the
             Chairman, and State Health Ministers as the members. It generally looks into
